Description | This procurement will result in one (1) Indefinite Delivery/Indefinite Quantity (IDIQ) contract for multi-discipline Architect-Engineer (A-E) services for inspection, structural engineering, design, and Post-Construction Award Services (PCAS) for bridge structures at Navy and Department of Defense (DoD) installations worldwide. The types of A-E services expected to be performed under this contract include, but are not limited to: topside inspection of Navy-owned bridges per Unified Facilities Criteria (UFC) 3- 310-08 (latest edition) Non-Expeditionary Bridge Inspections, Maintenance, and Repair; and underwater bridge inspections in accordance with 23 Code of Federal Regulations (CFR) 650 Subpart C, the National Bridge Inspection Standards (NBIS), and Federal Railroad Administration (FRA) safety standards (49 CFR 237); bridge load capacity analysis and load ratings in accordance with the American Association of State Highway and Transportation Officials (AASHTO) and the American Railway Engineering Maintenance-of-Way Association (AREMA) criteria; analysis of existing conditions and comparison to previous inspection reports; design of bridge repairs, including plans and specifications, report preparation and cost estimates for bridge rehabilitation, and the review of such documents produced by others in accordance with NAVFAC EXWC criteria. Additional work covered under the scope of this contract includes: field investigations and underwater inspections; engineering analyses of bridges' structural, mechanical, and electrical systems and component conditions in comparison to design requirements, previous inspection reports, and/or existing drawings of the facilities; review of construction plans and specification of engineering features and related work associated with bridge construction and repair; engineering calculations for structural analysis with or without previous design calculations; failure analysis and forensic engineering; bridge engineering feasibility studies; design of facility repairs; preparation of design/build request for proposals and invitation for bid contract plans and specifications; environmental studies in support of permit applications to federal, state, and local regulatory agencies; preparation of required permit documentation; documentation of findings and report preparation; cost estimation for bridge rehabilitation; construction and installation schedules, development of maintenance action plans, underwater geotechnical and above water surveying. |
