Description

Project Synopsis The CMS campus in Woodlawn, MD occupies over 800,000 GSF of space in 4 buildings. The campus was built specifically for CMS, known at the time as the Health Care Financing Administration (HCFA), and opened in 1995. Since that time, the buildings for the most part have been well maintained and have served CMS well in their operations. As they are over 20 years old, however, the need for a refresh and continued modernization of the buildings and systems is becoming greater. One of the greatest changes to the planning of government office space since the building's opening is related to the space utilization rate and footprint requirements. As cost-saving measures, federal agencies are required to reduce their footprint by consolidating and densifying the workplaces. A project such as the modernization of CMS would be required to meet these standards; in this case the standards are set by Health and Human Services. CMS has been planning for the future and this Masterplan is just one step in a longer process that has been known as Back on Campus. This initiative, begun in 2015, focused on densifying the workplace and fitting more employees on the main campus to improve collaboration. Several demonstration areas have been renovated using this revised plan. Phase 1 will consolidate growing office and workstation vacancies on the main campus allowing program from leased space to move ‘Back on Campus' and to provide upgrades to important campus amenities. Phase 1 includes the renovation of cafeteria dining room, N1 Data Center, and N2 Workplace Floor. Design Phase The planned project delivery method is Construction Manager as Constructor (CMc), with a firm fixed price proposal for design phase services and a Guaranteed Maximum Price (GMP) for construction services. The Design Phase consists of the following three stages: Design Concept, Design Development, and Construction Documents. The following services are typical requirements that the contractor may need to provide throughout the Design Development, and Construction Documents phases: 1. Program Review Meetings; 2. Consultation/Project Progress Meetings/Presentations; 3. Design Submissions and Reviews; 4. Cost Management, Estimating and Reconciliation; 5. Value Engineering; 6. Construction Work Allocation Plan; 7. Art Protection, 8. Construction Work Sequence Plan; 9. Design Development Phase; and 10. Construction Document Phase Construction Phase The following services are typical requirements that the contractor may need to provide throughout the construction stage 1. Construction Commencement; 2. Early Work Packages; 3. Construction Administration; 4. Construction Excellence Peer Reviews; and 5. As-Built Drawings Turnover Phase The following services are typical requirements that the contractor may need to provide throughout the turnover stage 1. Participate in Pre-Final walk-throughs; 2. Prepare Punch-lists; 3. Prepare Operation and Maintenance Manuals; 4. Submit Warranties, Guarantees, and Certificates; and 5. Preparation for Tenant Occupancy
