Description

Funds are not currently available for this solicitation. Award of a contract as a result of this solicitation is contingent upon the availability of appropriated funds from which of this contract may be made. There shall be no legal liability on the part of the Government for contract purposes until funds are made available to the Contracting Officer. The Contracting Officer will confirm availability of funds prior to award of a contract. Contractor shall provide all necessary labor, materials, equipment, and supervision to complete all required project work in accordance with the provided SOW, drawings, narrative, and specifications located at Thomas E. Creek VA Medical Center, Amarillo TX 79106 This is a competitive Invitation for Bid (IFB) 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. The for this Construction Project is: Between $1,000,000.00 and $2,000,000.00 IAW VAAR 836.204(f)(1). The applicable North American Industry Classification System (NAICS) code for this project is 237310. Pre-Bid shall be held on August 8, 2023, at 1:00p.m. CST. All interested bidders shall meet at Building 34 at Thomas E. Creek VA Medical Center, Amarillo TX 79106. RFI(s)/Questions shall be submitted no later than August 15, 2023, by 10:00 a.m. CST. All RFI(s)/Questions shall be submitted via email to horacio.fernandez@va.gov. All bidders must submit a Bid Guarantee as part of their Bid . Additionally, the Awardee must be able to obtain the necessary level of and Bonds. SUBMISSION OF BIDS: All bids shall be submitted via email to the following email address: horacio.fernandez@va.gov by the date and time stated in Block 13A below. ***For the purposes of bid price evaluation, all line items will be added to arrive at the overall total price. The lowest overall total price among responsive bidders will be considered the low bidder and apparent awardee if found to be responsible prior to award. Any individual line items found to be excessively low or high, or a bid in its entirety to be unbalanced, will be determined to be non-responsive to the solicitation, and therefore ineligible for award. Bidders are required to bid on all alternate bid items in order to be considered responsive to the terms and conditions of the solicitation. As stated in the SOW, the government reserves its right to award any or no alternative bid items at its discretion and as funding availability allows. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
