Description | The New York State Department of Environmental Conservation (Department), Division of Fish and Wildlife, seeks a Contractor to perform agricultural services on a Wildlife Management Area (WMA). The successful bidder will enter into a revenue contract with the Department to farm eleven (11) fields on the Perch River WMA, totaling approximately 351 acres, under the common practices of planting, cultivating and harvesting agricultural crops that provide benefit to wildlife. Hay will be the only agricultural crop allowed to be harvested on this property. All mowing and baling activity must occur between August 15th and October 1st of the same calendar year unless the Department Land Manager determines that an earlier cut would benefit wildlife and provides this permission to the Contractor in writing. If needed, bales may be retrieved after November 15th with permission from the Land Manager. The Department may at its discretion accept land management services as full or partial compensation for the acreage farmed. These compensatory services may include land preparation, establishment of grass cover, leveling, grassland mowing, control of undesirable vegetation, general land clearing, and removal of shrubs and trees. Pursuant to the State Finance Law Sections 139-j and 139-k, this IFB, RFP, etc. includes and imposes certain restrictions on communications between a Governmental Entity and a Bidder during the procurement process.
