Description

The Project includes the following Work: Currently, DHP operates as a conventional wastewater treatment process including influent metering, mechanical screening, biological treatment via oxidation ditches, secondary clarification, post clarification settling, and UV disinfection. Biosolids are handled via gravity thickening, aerated sludge storage with decanting, and sludge dewatering prior to landfill disposal. This project includes improvements to the biological treatment process via the conversion of the existing oxidation ditches to an aerated process which includes submersible mixers, diffusers, and turbocompressors. Additionally, a new chemical building and other ancillary chemical feed systems will be constructed to support the biological treatment process. Biosolids improvements include modifications to the existing sludge distribution structure, replacement of existing gravity thickener mechanisms, potential construction of a new gravity thickener (bid alternative), rehabilitation of the existing liquid sludge storage tank, construction of a new aerated sludge storage tank, blowers and sludge pumping station, new dewatering equipment to replace the existing belt filter presses, installation of new polymer make down system, and structural, mechanical, and electrical components to support the infrastructure, equipment, and control needs of the project. The Bid must be accompanied by Bid security made payable to OWNER in an amount of 5% of the Bidder's maximum Bid price. A wage rate determination is not a requirement of this Project. The Regional Water Resource Agency reserves the right to reject any or all Bids, to waive any technicality, and to accept any Bid which it deems advantageous. All Bids shall remain subject to acceptance for 115 days after the time set for receiving Bids. Contract award shall be made based on the lowest responsive and responsible Bidder. All Bidders must comply with all Federal, State, and City Equal Employment Opportunity laws and regulations which prohibit discrimination in employment regarding race, creed, color, sex, or national origin. All taxes are the responsibility of the successful Bidder unless specifically exempted in the Bidding Documents. Bidders shall comply with 40 CFR 31.36 which includes but is not limited to the following: (1) the President's Executive Order 11246 (Equal Employment Opportunity) as amended, which prohibits discrimination in employment regarding race, creed, color, sex, or national origin, (2) Title VI of the Civil Rights Act of 1964, (3) the Anti Kickback Act, and (4) the Contract Work Hours Standards Act. CONTRACTOR and its Subcontractors shall comply with 41 CFR 60 4, in regard to affirmative action, to ensure equal opportunity to females and minorities and will apply the timetables and goals set forth in 41 CFR 60 4, if applicable to the area of the Project.
