Description

The U.S. Army Corps of Engineers, Kansas City District, intends to issue a solicitation for a single Design-Bid-Build, Firm Fixed Price Contract to renovate the existing HVAC system for Building 196 located at Fort Leavenworth, Kansas, in Leavenworth County. The renovation will include repairs to the ancillary electrical and architectural structures within the building site. Knowledge of treatment standards applicable to historic buildings will be a requirement. Building 196 is part of the Fort Leavenworth National Historic Landmark District. The Secretary of the Interior's Standards for the Treatment of Historic Properties will apply. At this time, no organized site visit is planned for this solicitation. If the government does schedule a site visit, the details will be included in the solicitation. This solicitation will be issued as a Request for Proposal (RFP) set aside for Total Small Businesses. The estimated performance period for completion of construction is 540 calendar days from the issuance of the Notice to Proceed (NTP). This solicitation will be available on or about May 31, 2023. The solicitation, including any amendments, shall establish the official proposal due date. The NAICS code is 238220 - Plumbing, Heating, and Air Conditioning Contractors, with a small business size standard of $16.5 Million in average annual receipts. In accordance with FAR 36.204 and DFARS 236.204 the estimated magnitude of this construction project is between $1,000,000 and $5,000,000. The Government will evaluate the performance capability of offerors in accordance with the criteria described in the solicitation. The solicitation will include a detailed list of Evaluation Factors and will provide instructions for Proposal Submission Requirements and the Basis for Award. The source selection process will be conducted in accordance with FAR Part 15.3 and DFARS Part 215.2 Source Selection Procedures.
