Description

DICKSON CITY BOROUGH RIVERFRONT PARK DEVELOPMENT PROJECT a) Demolition and site clearing. b) Demolition, rough grading, and soil removal and remediation. c) Existing electric lighting system evaluation and adjustments. d) Construction of asphalt parking area with line painting. e) Purchase and construction of split rail fence. f) Purchase and construction of dog park area, fence, and frost free yard hydrants. g) Construction of picnic area(s). h) Construction of gravel (add alt asphalt) boat access drive. i) Construction and installation of pre-cast boat launch and boot cleaning station. j) Installation of gravel perimeter trail and bollards. k) Purchase and installation of stream bank seeding and mulch. l) Purchase and installation of rain garden and rain garden sign. m) Purchase and installation of park sign. n) Purchase and installation of river access sign. o) Installation of various park amenities provided by the owner (picnic tables, benches, trash receptacles, bike racks) p) Installation of the Composting Restroom (Clivis Multrum) q) Installation of lighting system, footings, and hardware. r) Installation of owner supplied light fixtures. s) Final site grading, seeding, mulching, and stabilization. t) Installation and removal of erosion and sediment control items as required under approved permits. a) Installation of stormwater management facilities and temporary erosion and sediment control measures per a PA DEP NPDES Chapter 102 permit b) Installation of required signage. c) Removal of existing compact gravel parking area and installation of a new parking area with ADA accessible parking. d) Removal of existing chain-link fencing and installation of new split rail fencing. e) Removal of selected vegetation and installation of topsoil, seeding, and other specified vegetation . f) Removal and salvage of existing electric lighting system and installation of new electric runs, light foundations, and control boxes. g) Installation of ADA accessible pedestrian routes h) Installation of a prefabricated comfort station (composting restroom). i) Installation of a dog park area including fencing and waste receptacle(s). j) Installation of various site furnishings including benches, picnic tables, trash receptacles. k) Installation of various utility laterals and supply points l) Installation of a pre-cast concrete boat launch. m) Coordinate with Owner for delivery and assembly of site furnishings, such as composting restroom facility, pre-cast boat launch ramp, and site furnishings. The bid must be accompanied by a bid guarantee in an amount not less then ten percent (10%) of the amount of the base bid submitted. This sum will serve as a bid security and will be forfeited to Dickson City Borough as liquidated damages in the event that an award is made, and the contract and bonds are not promptly executed as required in the contract documents for required bonds and insurance coverage. This project is subject to the labor standards as required by the Pennsylvania Prevailing Wage Act #442 and reference is made to prevailing wage rates applicable to this project and which have been included as part of this project. Where a particular craft is not listed in the prevailing wage rates, the contractor shall contact the Department's rate determination department to determine the rates that will apply to satisfy the Act's Requirements. This project is subject to the labor standards as required by the Davis Bacon Wage Act and reference is made to prevailing wage rates applicable to this project as determined by the Secretary of Labor, U.S. Department of Labor and which have been included as part of this project. Where a particular craft is not listed in the Davis Bacon wage rates, the contractor shall contact the Davis-Bacon Wage rate determination Department to determine the rates that will apply to satisfy the Act's Requirements. No bid may be withdrawn for a period of sixty (60) days after the date specified for opening and reading of the bids, except as provided in accordance with the Pennsylvania Act No. 4 as approved on January 23, 1974. Dickson City Borough reserves the right to reject any and all proposals and to waive any technical defects and irregularities. CLARIFICATION DEADLINE 10/11/2022 12:00 PM The CONTRACTOR will commence work as required by the CONTRACT DOCUMENTS within ___7__ calendar days after the date of the NOTICE TO PROCEED and will complete the same within __150___ calendar days unless the period for completion The bid award date is currently November 1, 2022.
