Description

Sealed bids are hereby solicited for this annual contract for the annual contract for hazardous material (hazmat) abatement, building demolition, and rough grading construction services. Only firms that have been pre-qualified will be eligible to submit bids for this project. This is a UNIT price Contract. Contract length is one (1) year (365 calendar days from notice to proceed). The Department of Public Works and Environmental Services (DPWES) will award one (1) contract in response to the bid advertisement. Work under this annual contract will be implemented as specific task order projects. Multiple task orders may be issued at the same time and/or the schedule may require simultaneous performance of multiple task orders at one time. The anticipated total value for Task Orders issued under this contract annually is $6 million to $8 million with an anticipated total value of $16 million over the duration of the contract including renewals. Fairfax County shall have the option to extend the Contract for four (4) one-year renewals with contractor concurrence Each project will involve the execution of a specific scope of work depicted on construction plans of various complexity as well as other narrative documents and may include but is not limited to demolition and removal of a variety of structures such as single and multi-story commercial and residential buildings, gas stations, removal of small and large outdoor signs, and site work including subsurface demolition and utility abandonment. Work may also include hazmat abatement and demolition, utility capping, utility cut-off coordination, the removal of building support systems such as concrete footings, masonry foundation walls, grade beams, piers, reinforced caissons, drilled aggregate piers, steel piles, etc. located below grade, as well as the removal of a variety of above ground, basement level, and underground storage tanks which may or may not contain hazmat. Site work will include erosion and sediment control, parking area cross section demolition, treatment, transport and disposal of contaminated soil and/or unsuitable materials, placement of select fill, rough and final grading, placement of topsoil, and seeding. The contract will be used for the demolitions in support of the Richmond Highway Bus Rapid Transit project, which is a Federally Funded Project. Davis Bacon, Disadvantaged Business Enterprise (DBE), and related acts apply. Refer to for DBE procedures and record keeping. Bidders attending the bid opening will wait outside Suite 449 and be escorted to the bid opening venue prior to bids being opened. Attendees shall abide by social distancing guidance provided by DPWES representatives during the bid opening. Please note that bid-room capacity rules will be respected, and all those arriving to witness this event may not be allowed inside the bid-room. This event shall conclude immediately following the opening of the bid packages All bidders shall comply with Contract Section A including Article A-21, Fairfax County Construction Safety Resolution. Bidder's request for determination of eligibility to bid must be received by the County in accordance with provisions shown in Contract Section A, information For Bidders. Jobsite visit dates/times may be affected by inclement weather and staff availability All questions concerning the project shall be electronically submitted in writing to the Director, Building Design and Construction Division, Department of Public Works and Environmental Services, at the following e-mail address building@fairfaxcounty.gov and, to be given consideration, must be received at least seven (7) days prior to the date fixed for the opening of the bids. This office is the only point where information will be disseminated. Bid Security must accompany each proposal in accordance with Information for Bidders. No bid may be withdrawn for a period of sixty (60) days after the opening thereof The procedure specified under Section 2.2-4330(A) (i); VA Code Ann. shall apply: "... the bidder shall give notice in writing of his claim of right to withdraw his bid within two (2) business days after the conclusion of the bid opening procedure; . . .". The Board of Supervisors of Fairfax County, Virginia reserves the right to reject any and all bids, waive informalities and irregularities in bidding and to accept bids which are considered to be in the best interest of the County.
