Description

Site work and new construction of a mixed-use development in Springfield, Oregon. Conceptual plans call for the construction of a eight-story above grade multi-residential development; and 5,000-square-foot retail development. Thanks to inflation, Springfield pumps brakes on 8-story mixed-use building in Buick project Design work to transform a parking lot near the former downtown Buick dealership into retail and residential space is still ongoing, but inflation has led to a slowdown in cost estimating and bidding, staff and a consultant told Springfield officials Monday night. Blue McKenzie, a combination of the family that's owned the dealership property for decades and a Portland-based developer, plans to build an eight-story building in the lot on A Street between the former dealership and the post office. A later phase would incorporate the dealership, which closed in 2019. Officials are eager to see the project, which they say would add desperately needing housing options, become a reality, but it could take longer due to rising construction costs. The original construction estimate from April 2021 was around $22 million, according to a memo, but more recent estimates have fluctuated from $25 million to $32 million. Estimates for some items have come back at four times the original expectation, said Courtney Griesel, who used to be the city's economic development manager and is serving as a consultant on the project. While permitting, design and other items to prepare for construction are moving forward, the project team decided to wait "for things to calm and demand to come down for some materials" then rebid the project to get more favorable estimates, she said. So far, Blue McKenzie has used $1.5 million of a $2 million loan that the Springfield Economic Development Agency Board approved in April 2021, Griesel said. Read more:Springfield officials unanimously approve $2M loan for redevelopment of downtown parking lot The company has spent $424,000 on property acquisition, and the rest of the $1.5 million spent has gone to predevelopment work to transform the parking lot into a mixed-used building with 5,000 square feet of ground-floor commercial space topped by seven stories of market-rate residential space. The remaining money is slated for spending on construction documents, according to a staff memo. Griesel said the delay to rebid means the project team and staff may request an amendment to the loan, which has terms specifying the money must be spent in 18 months, to allow for more time and flexibility. The project team also plans to complete another market assessment to help with understanding "the right moment to go on the project" and help align rent rates and project cost, she said. An assessment will help the city and developer determine an interest rate for a $10 million construction loan and the appropriate rent rates, said Nathan Bell, the city's finance director. Private banks likely will want more detailed market information, Griesel said, and it will be useful for the city to have that information even as a secondary lender.Mixed Use.
