Description | This is a PRE-SOLICITATION notice for the design-bid-build construction project of Webbers Falls Lock and Dam (#16) Tainter Gate Rehabilitation: Gates 6, 7, 8, 9, 10 & 11. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS. The U.S. Army Corps of Engineers - Tulsa District has been tasked to solicit for and award the Webbers Falls Lock and Dam (#16) Tainter Gate Rehabilitation: Gates 6, 7, 8, 9, 10 & 11. Proposed project will be a competitive, firm-fixed price, design/bid/build contract procured in accordance with FAR 15, Negotiated Procurement using the Trade Off Process. This project's work includes: (1) Brush-off blast of entire gate, inspection of damaged gate members, and provide gate inspection report, (2) removal and replacement of diagonal members, (3) removal and replacement of ribs, (4) removal and replacement of skin plate sections, (5) surface repair of primary members (girders), (6) removal and replacement of stiffener plates, (7) addition/modification of drain holes, (8) white metal blasting and painting (5-E-Z System) of entire gates, (9) removal and reattachment of existing wire rope assembles and associated fittings and proper re-tensioning of wire ropes within specified tolerances, (10) rehabilitation of hitch blocks with removal and replacement of hardware, (11) removal and replacement of side and bottom seals assemblies and adjustment within specified tolerances, and (12) removal and replacement of trunnion hydraulic lubrication tubing and fittings. Key personnel for construction are anticipated to include individual personnel for Construction Project Manager, Quality Control Manager (CQC System Manager), all specialized personnel assisting the Quality Control Manager, Site Superintendent, and Site Safety Health Officer. In accordance with FAR 36/DFARs 236, the estimated construction price range for this project is between $5,000,000.00 to $10,000,000.00 Estimated duration of the project is 365 calendar days. The North American Industry Classification System code for this procurement is 237990 which has a small business size standard of $ 39,500,000. Small Businesses are reminded under FAR 52.219-14, (Deviation 2019-O0003), Limitations on Subcontracting. Firm will not pay more than 85% of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count toward the 85% subcontract amount that cannot be exceeded. TYPE OF SET-ASIDE: This requirement will be solicited as Small Business Set Aside. Anticipated solicitation issuance date is on or about 12 September 2022, and the estimated proposal due date will be on or about 12 October 2022. The official solicitation number W912BV22R0016 will be issued under contracting opportunities via www.sam.gov, inviting firms to register electronically to receive a copy of the solicitation when it is issued. The solicitation, specifications, and drawings will be available only from the SAM.gov website, on-line at www.sam.gov. All parties must obtain solicitation documents and amendments to the solicitation through SAM.gov. Hard copies will not be mailed. It is the responsibility of all contractors to frequently check the website for all notices, amendment, etc., regarding this solicitation. The Government will not be responsible for any notification not sent or received by the contractor regarding the solicitation. In accordance with FAR 5.203, this notice is being published at least fifteen days before issuance of the solicitation. The method of contractor selection has not been determined at this time. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. |
