Description

The solicitation for this project is not anticipated to go out before October of 2022. *The previous solicitation is listed below for reference This is a Sources Sought Notice (SSN) for the purpose of conducting market research. Proposals are NOT being requested nor accepted at this time. Responses are being requested from both large and small businesses. Purpose: The purpose of this notice is to gain knowledge regarding the type of interested businesses and their qualifications. The National Park Service (NPS) will use information obtained through this notice to develop an acquisition strategy. The Government anticipates conducting a competitive acquisition for this requirement. The amount of interest or lack thereof will determine the possibility of a small business or other socio-economical small business set aside for the solicitation. Analysis of the quality of responses to this source sought announcement will be considered in the market research being conducted and in the making of any small business set-aside determination for this requirement. Additional Information: No proposal package, solicitation, specification, or drawings are available with this notice. Cost Reimbursement: Response to this announcement is strictly voluntary; no reimbursement will be made for any costs associated with providing information in response to this sources sought announcement or any follow-up information requests. North American Industry Classification System (NAICS) code: 236220, Commercial and Institutional Building Construction Small Business Size Standard: $39.5 million Solicitation: The NPS anticipates issuing a request for proposals in the late summer or early fall of 2022. Bonding: The NPS anticipates bid, performance and payment bonds will be required Project Description: The project is located at the Independence National Historical Park, Philadelphia, PA. The construction magnitude is greater than $10,000,000. The surrounding area is urban with designated staging located at the bank. The construction site is within 10 of miles from nearest suppliers and lodging facilities. The building will be closed during construction. The site requires protective measures to ensure the surrounding area remains undisturbed. The structure is a historic resource; therefore, historic preservation experience will be required. All work shall follow the Secretary of Interior's Standards for the Treatment of Historic Properties. The project involves demolition and hazardous materials abatement/removal. The anticipated period of performance of 610 calendar days including any potential weather shutdown. Winter construction may be required. The project will be constructed under a single prime contract. Project Scope: This project will restore the interior and exterior of the First Bank of United States, allowing the building to reopen to public visitation. The rehabilitated building will house new exhibits related to the American financial system, its history and impacts. The project will replace a failed and leaking copper standing seam roof, correcting longstanding interior moisture incursion problems and mitigating damage to the interior walls. The exterior marble and brick masonry will be stabilized, cleaned, and repaired to be made safe for staff and visitors. The cornice will be repaired to secure loose elements. The failed HVAC system will be replaced with a new heating, ventilation, and air conditioning system connected to the park's existing coolant loop and building control systems. The intrusion and fire detection systems will include remote monitoring to allow law enforcement to better assess alarms and notifications before dispatching personnel. The rehabilitated building will also be made more accessible for visitors and employees with disabilities. Interior renovations will also include replacing an elevator and reconfiguring restrooms for accessibility, updating the electrical system to the current electrical code for the increased electrical demand, and installing a fire suppression system. An addition to the building will relocate core elements to the exterior of the historic envelope. These elements include a new staircase, an elevator with doors that open at 90 degrees to each other, and restrooms. The existing staircase will be improved to meet fire safety and egress requirements. The interior finishes will be repaired and rehabilitated. (4) Information demonstrating experience and capability as a prime contractor coordinating multiple subcontractors on projects of same or similar size, scope and magnitude, and constructed under similar conditions.
