Description

The work will consist of the construction of approximately 14,363 LF of 16-inch, 397 LF of 12- inch, and 159 LF of 8-inch ductile iron water transmission main and associated appurtenances located in the Town of Selma and Town of Kenly in Johnston County. The first segment in Town of Selma located along US-70 Hwy will install 2,343 LF of 16-inch water main and abandon 3,200 LF of existing 16-inch asbestos cement pipe via grout fill; the water main segment in Selma includes one (1) HDD crossing of a wetland feature and S Pollock St, one (1) bore and jack crossing of the CSX railroad, and installation of an electromagnetic flow meter and flow control valve and vault. The second segment in Town of Kenly located along Johnston Parkway Rd will install 10,685LF of 16-inch, 397 LF of 12-inch, and 148 LF of 8-inch water main and abandon 11,500 LF of 16-inch asbestos cement water main and the removal of 575 LF 2-inch water main; the second Kenly segment includes three (3) bore and jack crossings, two (2) crossings of NCDOT roadways (Truck stop Rd) and one (1) crossing of a jurisdictional stream. The project also includes one (1) HDD crossing of a stream and wetland feature, reconnection to Johnston County Overton Tank, and reconnection of ten (10) domestic water services and five(5) fire department connection services. The third segment in Town of Kenly located near the Bagley Rd ramp on I-95 will install 1,216 LF of 16-inch water main and abandon 1,200 LF of existing 16-inch asbestos cement water main; the third Kenly segment will reconnect two (2) domestic water services If the Bid Documents are downloaded through an online plan room, prospective bidders should email Karen Mattingly at kmattingly@mckimcreed.com in order to be added to a plan holders list for updates and addenda distribution. After purchase of a hardcopy set by a prospective bidder, an electronic set of plans can be made available by contacting Karen Mattingly at the email address shown herein. Small minority and womens businesses and labor surplus area firms are encouraged to submit bids. Each bid must be accompanied by a certified check or a bid bond by an acceptable surety company of not less than five percent (5%) of the amount of the bid, made payable to the Owner, JOHNSTON COUNTY, as a bid guarantee. A Performance and a Payment Bond will be required for the successful bidder in the amount of one hundred percent (100%) of the contract price, conditioned upon the faithful performance of the contract, payment of all persons supplying labor or furnishing materials, and payment of all liabilities incurred in connection with the work under this contract. Any request for such interpretation shall be in writing addressed to the Engineer (McKim & Creed, Inc.), Attn: Dee Hyman, P.E., by email at dhyman@mckimcreed.com. To be given consideration, such request must be received at least seven (7) days prior to the scheduled date for opening bids. Any such interpretation or supplemental instructions will be issued in the form of addenda to the specifications, which will be provided to all persons receiving a set of contract documents, not later than five days prior to the date for opening of bids. Failure of any bidder to receive such addenda shall not relieve him of any obligation under his bid as submitted. All addenda so issued shall become part of the contract documents. The Bidder further proposes and agrees hereby to commence the work with adequate forces and equipment within fifteen (15) days after being notified by the Owner to proceed, to obtain substantial and final completion of all work as follows. All work shall be substantially completed within 360 consecutive calendar days and final completion within 330 consecutive calendar days. Bidder further agrees to pay as liquidated damages to the sum of $1,000.00 for each consecutive calendar day thereafter for final completion. Verifiable Goals EPA MBE/WBE participation goals: MBE 10.9% WBE 10.4% State of NC MBE/WBE participation goal: 10% (combined) The Owner reserves the right to reject any and all bids and any part of a bid and to waive formalities and technicalities in the bidding procedure. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
