Description | **As of January 27, 2023, no bids received. As of this time it is unknown when project will rebid.** The work for which bids are asked includes the following: Improvements to Well house #1 to include building interior and exterior improvements including; removal and replacement of existing roof with pitched aluminium roof, removal and replacement of fascia, installation of gutters and downspouts, removal and replacement of four exterior windows, installation of an interior partition wall, tuck-pointing, and foundation repair. Well improvements include pulling and replacing the 40hp submersible well pump, motor, and 4-inch epoxy coated column piping, removal and replacement of well process piping, valves, meter, and appurtenances, installation of chemical containment and replacement of chemical drum scales with radar measurement. Electrical improvements include removal and relocation of electrical controls from lower level to upper level, temporary power and SCADA set-up, updating PLC, replacement of lighting panels, replacement of transformer, addition of pressure transducer with selector switch and programming at Well 2, safe generator connection to run controls, new UPS, with all associated programming and system integration. The anticipated substantial completion date is October 1, 2023 and final completion date is November 1, 2023. "The contractor shall pay prevailing wages in accordance with the Federal Davis Bacon wages provision. Attention is called to the fact that not less than the minimum salaries and wages as set forth in the contract documents must be paid on this project, and that the contractor must ensure that employees and applicants for employment are not discriminated against because of race, colour, religion, sex or national origin. No proposal will be accepted unless accompanied by a certified check or bid bond equal to at least 5% of the amount bid, payable to the OWNER as a guarantee that, if the bid is accepted, the bidder will execute and file the proper contract and bond within 15 days after the award of the contract. The certified check or bid bond will be returned to the bidder as soon as the contract is signed, and if after 15 days the bidder shall fail to do so, the certified check or bid bond shall be forfeited to the OWNER as liquidated damages. No bid may be withdrawn within 90 calendar days after the actual date of the opening thereof. Any contract or contracts awarded under this invitation for bids are expected to be funded in part by a loan from the Illinois Environmental Protection Agency (Illinois EPA). Neither the State of Illinois nor any of its departments, agencies, or employees is or will be a party to this invitation for bids or any resulting contract. The procurement will be subject to regulations contained in the Procedures for Issuing Loans from the Public Water Supply Loan Program (35IAC Part 662), the Davis-Bacon Act (40 USC 276a through 276a-5) as defined by the United States Department of Labor, the Employment of Illinois Workers on Public Works Act (30 ILCS 570), IL Works Jobs Program Act Apprenticeship Initiative, and the federal "Build America, Buy America Act" requirements contained in the Infrastructure Investment and Jobs Act, Pub. L. No. 117-58. This procurement is also subject to the loan recipient's policy regarding the increased use of disadvantaged business enterprises (DBEs). The loan recipient's policy requires all bidders to undertake specified affirmative efforts at least sixteen (16) days prior to bid opening. The policy is contained in the specifications. Bidders are also required to comply with the President's Executive Order No. 11246, as amended. The requirements for bidders and contractors under this order are explained in 41 CFR 60-4. Minimum salaries and fringe benefits paid on the Contract shall be in accordance with the prevailing wage rate scale established by the United States Department of Labour and the Illinois Department of Labour, such wage rate determinations are included in the Contract Documents. The minimum wages to be paid on the project shall be the higher of the wage scale established by either the Federal or State wage rates. Attention is called to the fact that the Contractor must ensure employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin.
