Description | As of August 14, 2023, the Atlanta Housing Authority wants to work with four private developers to create a mixed-use neighborhood at the former Bowen Homes public housing site. Construction is anticipated to commence third quarter of 2024. *The previous solicitation is listed below for reference. Atlanta Housing issues this RFP for the redevelopment of the approximate 74-acre former Bowen Homes public housing site, located on the Westside of Atlanta, adjacent to the Carey Park neighborhood. Question Submission Close Date 5/18/2022 3:00 PM EDT The Housing Authority of the City of Atlanta, Georgia, ("Atlanta Housing" or "AH") is pleased to issue this Request for Proposals ("RFP") for the redevelopment of the approximate 74-acre former Bowen Homes public housing site, located on the Westside of Atlanta, Georgia, adjacent to the Carey Park neighborhood. The property is vacant and ready for a development that will transform this part of the Westside with market-quality affordable housing in a mixed-use, mixed-income and amenity-rich setting, offering economic opportunity for legacy residents, the former Bowen Homes residents, and new residents of the area. Responses to this RFP (the "Proposal") to redevelop the former Bowen Homes (the "Development") will be accepted from qualified developers or development teams (the "Respondents") with a successful record of developing and operating innovative and groundbreaking mixed-use, mixed-income developments in underserved areas that catalyze investments to reinvigorate the surrounding neighborhood. Prior successful experience working with HUD redevelopment grant programs such as HOPE VI and Choice Neighborhoods is desirable. Responses to this RFP are due on June 20, 2022. Please note that AH reserves the right to (i) make amendments to this scope of work through written addenda, (ii) reject any or all responses, (iii) waive any irregularity or informality in a response, and (iv) award a contract based on any portion of the Respondent's proposal relevant to the scope of work when it is in AH's best interest to do so. It is also within the AH's right to reject responses that do not contain all elements and information requested in this Event. This determination will be made on a case-by-case basis. AH reserves the right to: 1) award the subsequent contract to one Respondent, 2) make multiple awards, 3) award without discussions and 4) negotiate the final scope of services, price, schedule and any and all aspects of this Event with all Respondents. AH may 1) reject any or all offers if such action is in AH's interest, 2) award contract other than to the lowest Respondent, 3) waive informalities and minor irregularities in proposals received, and 4) award all or part of the requirements stated. AH reserves the right to reject an award to Respondent during the contract negotiations if: 1) Respondent and AH cannot agree to mutual terms for the contract or 2) Respondent causes delay that, in AH's discretion, causes a hardship to AH. The method of contractor selection has not been determined at this time. |
