Description

The Kent County Department of Public Works (Kent County) needs to upgrade the automation and controls for the Kent County WTE facility which is still largely operating and being controlled using technology from the late 1980's. There are currently over (20) individual PLCs in use along with numerous loop controllers, hardwired switches, lights, relays, and times. The operating displays, controls, and feedback for these systems are located in the facility control room but they are spread throughout the room on several different control console stations which makes it difficult and labor intensive for the facility operator to effectively control each system. With this upgrade Kent County is seeking a CSI to design, procure, build, program, and commission a new automation system to allow for another (20) years of facility operation and also modernize the automation to allow for easier and more efficient facility operation. This information contained in the automation upgrade technical specification along with associated documentation describes the form and function requirements of this automation upgrade project.
