Description

Blanket Purchase Agreement for work on the Meadowood Special Recreation Area Meadow Restoration Project: Meadowood Special Recreation Area - Meadow Restoration Project: - All parts of trees and shrubs must be cut and removed including branches, tops, trunks, brush, etc. - Stumps shall be no taller than four inches above the soil surface after cutting. - Small trees and shrubs that would be infeasible to cut individually may be mulched by a forestry mulcher. However, no more than one inch of mulch may be left on the ground. If more than one inch of mulch is left, it must be removed. - No piles of mulch, debris, brush, tops, or trunks shall be left on site. - Stumps and wood chips must be tilled into the soil 4" deep and a minimum of 60% bare soil must be exposed above the stump. More soil exposure is preferable to allow the planting of grasses in the future. Due to the high density of stumps, it should be anticipated that the entire site will be tilled. - Tilling must be done with a FAE SSL forestry tiller or equivalent machine. Standard agricultural tillers or disking treatments will not be powerful enough and will not be considered for this project. - After tilling, the ground surface must be cultipacked flat and even to provide a firm seedbed suitable for planting with a no-till seed drill and allow future management. - All work must occur when the ground is dry enough to avoid negative soil impacts. - The vendor shall maintain/repair all areas of the project site including staging areas, accesses, vehicle rutting, soil compaction, etc. so that neither soil compaction nor erosion impairs the site. Any ruts deeper than 4" must be smoothed flat. Water must not pool on the surface in any part of the work area or accesses after treatments are completed. Damage to vegetation in access corridors and outside of project areas must be remediated by reseeding with an appropriate native seed mix approved in advance by BLM staff. Temporary improvements intended to protect soil and vegetation, such as constructions mats, are permitted with prior approval. No rock or other material shall be added to the site without prior approval. The primary access pathway and staging area are used by a park user group that accesses the site by passenger motor vehicles. Damage to the access road must be immediately remediated sufficient for vehicles to pass without difficulty, including rutting, potholes, erosion, etc. - Integration of digital and social media tactics and strategies into videoconferencing plans.
