Description

The project consists of the installation of a 170 linear feet (lf) pedestrian walking bridge, approximately 1,510 lf of paved trail, from the existing walking trail located on East 3rd Street to an existing parking lot adjacent to the Powell River located at 311 E. River Street N, and associated items. Bids shall be on a per item unit price and lump sum basis. The Project is funded through the Virginia Department of Transportation (VDOT), EN18-101-129, C501, UPC #113427. MBE/WBE firms are encouraged to submit bids. Bidders must comply with the following: the Presidents Executive Order # 11246 prohibiting discrimination in employment regarding race, color, creed, sex, or national origin; the Presidents Executive Orders # 12138 and 11625 regarding utilization of MBE/WBE firms; the Presidents Executive Order 13658 regarding minimum wages on federal funded construction contracts; the Civil Rights Act of 1964; the Davis-Bacon Act; and 23CFR Section 635.410(b) Buy America for all iron and steel products permanently incorporated into the work. Bidders must certify that they do not or will not maintain or provide for their employees any facilities that are segregated on the basis of race, color, creed, or national origin. The successful Bidder and its subcontractors shall comply with provisions of the Davis-Bacon Act and Related Acts. Federal minimum wage laws are applicable to all construction contracts in excess of $2,000. The Davis-Bacon Act stipulates that all laborers and mechanics employed by the successful Bidder or its subcontractors on federally assisted projects shall be paid wages at rate not less than those prevailing on similar construction in the area as determined by the Secretary of Labor. The use of iron and steel products that are produced in the United States is required in on this project. All iron and steel products to be permanently incorporated for use on federal aid projects shall meet the requirements of 23CFR Section 635.410(b) Buy America and shall be produced in the United States of America regardless of the percentage they exist in the manufactured product or final form they take. Bid security shall be furnished in accordance with the Instructions to Bidders. Prospective Bidders may examine and obtain the Bidding Documents at the Issuing Office on Monday through Thursday between the hours of 7:30 am 5:30 pm and Friday between the hours of 8:00 am 12:00 pm. Prospective Bidders may also examine copies of the Bidding Documents provided by the Issuing Office at the locations identified below. Town of Big Stone Gap 505 East Fifth Street South, Big Stone Gap, Virginia 24219 electronically at (subscription required). Checks for Bidding Documents shall be payable to The Lane Group, Inc. Upon request and receipt of the document deposit indicated plus a non-refundable shipping charge, the Issuing Office will transmit the Bidding Documents via delivery service. The shipping charge amount will depend on the shipping method selected by the prospective Bidder. The date that the Bidding Documents are transmitted by the Issuing Office will be considered the Bidders date of receipt of the Bidding Documents. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office.
