Description | Asphalt annual bid Contract renewal: 1 annual renewal Q & A deadline: Nov 28, 2022 3:00:00 PM EST one year supply of asphalt products The following asphaltic products and approximate quantities will be included in bid: Tack - Approximately 20,000 gallons. (CSS-1) conforming to Section 504 of the Louisiana Standard Specifications for Roads and Bridges, Current Edition. This material will be picked up by the Bossier Parish Highway Department, as required for general maintenance, at the manufacturers plant site for a period of one year. Price per gallon is based on base bid plus or minus the payment adjustment for asphalt as stated below for said one year period. Each bidder is to give location of plant site, as haul distance will be considered at a rate of $0.10 per mile haul distance from jobsite per gallon in awarding contract. The low bidder will be required to supply the material on an as-needed basis. If for any reason the contracted supplier is unable to provide the requested material, they will be responsible for procuring the material from an alternative source for pick up by the owner at the original contracted price. Twenty-four (24) hour notice to deliver material is sufficient time due to weather and other factors involved. No bid bond or performance bond is required of any responsible bidder who can show by written statement his ability to furnish the material bid. If a potential supplier wishes to submit for prior approval, a particular product other than a product specified in the contract documents, he shall do so no later than fourteen calendar days prior to the opening of bids. Within seven days exclusive of holidays and weekends, after such submission, the Engineer shall furnish to both the public entity and the potential supplier, written approval or denial of the product. If any person contemplating submitting a bid for the proposed Contract is in doubt as to the meaning of any part of the specifications, he may submit to the Owner, a written request for an interpretation or clarification of the specifications. The person submitting the request will be responsible for its prompt delivery. Any interpretation of the proposed documents will be made only by Addendum to each General Contractor receiving a set of such documents. The Owner will not be responsible for any other explanations or interpretations of the proposed document. Act 232 of the Public Bid Law requires that addenda be issued five calendar days prior to the advertised time for the opening of bids, excluding Saturdays, Sundays, and other legal holidays. Requests for interpretation must be made accordingly, giving the owner at least 48 hours to review the request. The Bossier Parish Police Jury reserves the right to reject any and all bids for just cause. Bids are to be submitted on the attached bid form and returned to the Bossier Parish Police Jury office. Envelope is to be marked accordingly on the outside to indicate bid item; "ASPHALT PRODUCTS" SALES TAX EXEMPTION. Contractor shall not pay any state or local sales or state or local use taxes on materials and equipment which are affixed and made a part the real estate of the project or work or which is permanently incorporated into the project or work (hereinafter referred to as "applicable materials and equipment"). All purchases of applicable materials or equipment shall be made by Contractor on behalf of and as the agent of the Bossier Parish Police Jury (Owner), a political subdivision of the State of Louisiana. No state and local sales and use taxes are owed on applicable materials and equipment under the provisions of Act 1029 of the 1991 Regular Session - La. R.S. 47:301(8)(c). Contract to be valid for a one-year period with the possibility of three additional one year options upon mutual agreement by both parties. |
