Description

Township Of Washington Bergen County, New Jersey The work to be performed under this contract includes the construction of two (2) paved ADA-compliant parking stalls with concrete curbing and the construction of new concrete sidewalk. Principal items of work in the project include: . 120 S.Y. Dense Graded Aggregate Base Course, 4" Thick . 30 Ton Hot Mix Asphalt 19M64 Base Course . 20 Ton Hot Mix Asphalt 9.5M64 Surface Course . 360 S.Y. Concrete Sidewalk, 4" Thick . 50 L.F. 9" x 18" Concrete Vertical Curb The work contemplated under this Contract shall be completed within 75 calendar days from Authorization to proceed. Copies of plans, specification, and contract documents will be on file for public inspection and may be obtained upon payment of $32.00, said sum not refundable, at Boswell Engineering, 330 Phillips Avenue, South Hackensack, New Jersey 07606, between the hours of 9:00 a.m. and 4:00 p.m. prevailing time, Monday through Friday, excluding legal holidays. Each bid must be made upon the prescribed forms, furnished with the Contract Further, the successful bidder must furnish the policies or Certificates of Insurance required by the Contract. In default thereof, said checks and the amount represented thereby will be forfeited to the aforesaid Owner as liquidated damages. Bids must be accompanied, in the case of corporations not chartered in New Jersey, by proper certificate that such corporation is authorized to do business in the State of New Jersey. Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 regarding equal employment opportunity, as amended. All corporations and partnerships must comply with Chapter 33, of the P.L. of 1977, regarding disclosure of partners and stockholders. Each bid must be enclosed in a sealed envelope bearing the name and address of the bidder, addressed to the Owner and labeled for the SHERRY FIELD ADA IMPROVEMENTS. The rules and regulations cited in 24 CFR 92.351(b), 24 CFR 85.36(e) (i-vi), and OMB Circular A-102 on this topic specify that proactive outreach efforts to include MBW-WBE-DBE must be undertaken as part of the open completion process for contract opportunities funded with CDBG and other federal dollars. The sub-grantee and its contractors and subcontractors are, therefore, required to provide the maximum practicable opportunity of MBW-WBE-DBE's to participate in the procurement process. Please reference the NJ Selective Assistance Vendor Information database for monthly/quarterly updated lists which identifies certified registered businesses as M/W/BE at: state.nj.us/njbusiness/contracting/services/njsavi and DBE with the NJ Small Business Administration at: njucp.net. All contracts and subcontracts for construction or purchase of materials are subject to Section 3 of the Housing and Community Development Act of 1968 where to the greatest extent possible, opportunities for training and employment shall be given to lower income residents of the project area, and when possible, contracts shall be awarded to business concerns owned by area residents. Small, Minority and Women's Business Enterprises are encouraged to obtain specifications and compete for the contracts assisted with Community Development Block Grant funds. The successful bidder will be required to comply with all provisions of prevailing wage rates as determined by the New Jersey Department of Labor and Federal Department of Labor (Davis-Bacon Act). All bids shall be irrevocable, not subject to withdrawal and shall stand available for a period of sixty (60) days. The Owner reserves the right to reject any and all bids, to waive informalities or irregularities in the bids received and to accept the bid from the lowest responsible bidder.
