Description

The project includes, but is not limited to, the installation of new 8-inch and 12-inch water mains and appurtenances within Lover's Lane, Okorwaw Avenue, Monohansett Road, Webster Road, Skyline Drive, and Nobadeer Way in Nantucket, MA, including installing new water service connections, fittings, valves, hydrants, connections to the existing water system, pressure testing and chlorination, road and right of way restoration, furnishing and installing drainage basins, miscellaneous work and cleanup, and all work required. Note, the Town of Nantucket will be furnishing water main materials for this Project. Please be advised that the Town of Nantucket is postponing the invitation for bid for this project until further notice. A new advertisement in the Central Register, Inquirer & Mirror and COMMBUYS will be posted once a new publication date and bidding schedule has been determined for this IFB. Contact Person: Brian E. Question Deadline 05/14/2023 The fair share goals for disadvantaged business enterprise (DBE) participation for this contract are a minimum of 4.20 percent Disadvantaged Minority Business Enterprise D/MBE participation and 4.50 percent Disadvantaged Women Business Enterprise D/WBE participation, applicable to the total dollar amount paid for the construction contract The work is being bid as Part A-Base Bid (Eligible for state funding) and Part B-Alternative No. 1 (Ineligible for state funding). Should Owner elect to award both Part A and Part B, contract execution will include a notice to proceed for Part A only. Part B requires work on private ways for which the Owner is acquiring legal easements to install water mains. Owner expects to acquire the easements for the work at Annual Town Meeting on May 6, 2023. Once the easement acquisition is complete, Owner will issue a notice to proceed for Part B. If the Owner does not acquire the easements, Part B work would not be authorized. The Bidder acknowledges that Part B may not be authorized to proceed and will not seek any restitution for a substantial change in quantities should Part B not proceed This project includes the installation of approximately 14,000 linear feet of new 8-inch and 12-inch diameter C900 PVC water main, pipe testing and chlorination, new water services, fittings, valves, hydrants, connections to existing side streets, trench excavation, backfill, compaction, paving, restoration, drainage modifications, and all else incidental to complete the project and other Work indicated in the Contract Documents. Note that Owner is furnishing materials in accordance with paragraph 1.10 herein Project Location: Lovers Lane, Okorwaw Avenue, Skyline Drive, Webster Road, Monohansett Road, and Nobadeer Way in Nantucket, MA, as shown on the Drawings. 1. Complete subsurface investigations to define the subsurface conditions prior to initiating pipe installation as shown on the Drawings. 2. Install all new water mains as specified at locations shown on the Drawings. 3. Make connections, as required, to existing water main at locations shown on the Drawings. 4. Install fittings, valves, hydrants, and water services as shown on the Drawings and as specified herein. 5. For excess soil, prepare a soil management work plan for Engineer's approval, and comply with all requirements for temporary soil storage, sampling, and disposal. 6. Prepare a dewatering work plan for Engineer's approval and comply with all requirements for sampling/testing and potential treatment of water from dewatering operations. 7. Test, inspect, and clean new water lines. 8. Furnish and install pre-cast concrete drain manholes, structures, and other appurtenances as shown on the Drawings. 9. Restore all public and private disturbed areas to pre-construction conditions and as directed. 10. Perform miscellaneous work and cleanup as specified to complete the project. 11. Prepare, submit, and implement Traffic Management Plans as specified. 12. Abandon and replace or relocate existing sewer service connections and drain pipe in conflict with the new water main installation. 13. Remove and dispose of all unsuitable trench material including organic material (peat) and old pavement. 14. Furnish and install initial/temporary trench width pavement over excavations. 15. Restore all driveways disturbed during construction. 16. Coordinate all work on or near Nantucket Airport property with Owner and Airport officials. 17. Contractor is responsible for furnishing and installing any additional materials required for completion of the work in accordance with the Drawings and Specifications, beyond those materials furnished by the Owner per paragraph 1.10 herein. 18. Install, test and disinfect approximately 6,830 linear feet of new 12-inch diameter C900 PVC water main including excavation, dewatering, trench preparation, and backfilling on Lovers Lane and the portion of Okorwaw Avenue west of Monohansett Road. 19. Install, test and disinfect approximately 2,680 linear feet of new 8-inch diameter C900 PVC water main including excavation, dewatering, trench preparation, and backfilling on the portion of Monohansett Road north of Okorwaw Avenue and on Nobadeer Way 20. Install tapping sleeve and valve on existing 12" PVC water main along the Airport perimeter road at Monohansett Road. Coordinate with the Owner and Nantucket Airport officials. The security fencing shall be maintained at all times and shall not be modified or removed under any circumstances. 21. Remove and replace existing leaching basins in the center median along Nobadeer Way and connect to existing drain piping. 22. For Lovers Lane, unpaved road restoration. 23. For Okorwaw Avenue and Monohansett Road, permanent trench width pavement. 24. For Nobadeer Way, mill and overlay, curb-to-curb. 25. All other incidental work to complete the project as specified herein and as shown on the Drawings.
