Description

Construction Inspection Services For contract B-42494 for two roadway projects and one bridge project in Lake County Owner Office Laporte District / Capital Program Mgmt Contract Type Project Specific Compensation Method Lump Sum Two Step Scoring No Allowable Profit Rate 9.0% Plus Overhead Factor Is Federal Funding Involved Yes # of Firms to Select 1 Prequalification Required: Yes The selected firm shall provide construction inspection services for construction contract B-42494 in the La Porte District. The anticipated Letting Date is October 14, 2021. The projected time period of need is estimated from April 2022 through October 2022. INDOT anticipates needing a total of 1 Project Engineer/Supervisor for 1,800 hours and 1 Highway Technician/Inspectors for 1,800 hours and 1 Highway Technician/Inspector for 1,600 hours. The selected firm shall provide personnel local to the projects such that commuting and lodging expenses shall not be incurred. INDOT shall control the hours and staffing of these personnel who may be required to work during the winter season, work up to 12 hours per day, and/or work at night. The selected firm's personnel shall work under the INDOT Area Engineer. The work type and the contractor's schedule will ultimately determine the length of time each PE/S and Inspector will work on this contract. The consultant shall furnish all construction field testing equipment necessary to sample and test materials in accordance with INDOT procedures. Letters of Interest (LOIs) must specify the names of the project supervisors and inspectors who will be supplying services under this contract. Additionally, the LOI shall include a map showing the locations of these personnel. Personnel identified in the LOI who are not full-time employees at the time of the LOI submittal shall be identified with explanation of employment status. LOIs must identify the personnel passing all six areas of the Certified Technician Program (CTP), unless the personnel is exempt, prior to being approved to work on any INDOT projects. This applies to all personnel who will invoice time to this contract. INDOT will not reimburse any expense incurred in obtaining certifications. INDOT does not allow consultants that performed design to be the prime consultant for inspection and does not allow these consultants to provide the PE/S services. See the INDOT Conflict of Interest Policy for more information. The selected firm shall also submit a man-hour justification/fee proposal to INDOT within one week of notification of selection. A field overhead rate will be used for this contract. Consultants without audited field overhead rates may propose a field rate at the time of contract negotiation.
