Description | Goal - MBE/ESB participation goal for this contract is 20%. The Contractor shall provide annual professional engineering services including, but not limited to, preparing studies, graphic presentations, designs, construction documents, cost estimates, and providing construction administration services. B. The Contractor may be limited to submitting a bid or proposal for a project that the Contractor has been compensated for providing any service for preparing an invitation for bid or request for proposal for or on behalf of the City. Each situation will be evaluated on its own merits in accordance with City Code § 21-281 (“Participation in bid preparation; limitation on submitting bid for same procurement”) and Procurement Policy No. 23 (“Conflict of Interest – Procurement Transactions”). C. The City, at its sole discretion, may issue multiple contracts to the fully qualified and best suited offerors. This shall be determined in accordance with the Evaluation Criteria demonstrated in Section 4.0 (“Evaluation Criteria”) of Part I (“Statement of Needs”). D. The Contractor(s) under contract for annual services will not be restricted from responding to RFPs and seeking other City Structural/Engineering service work as may be advertised by the City. E. The Contractor may be tasked to provide all necessary services for study, investigation design, design management, project management, construction management, and construction inspection services, on City, state or federally funded projects, including but not limited to, the following services: 1. Field investigations, planning studies, analysis, assessment of needs, prioritization and ranking of recommended actions, preparation of preliminary and final cost estimates, preparation of scope of work, designs, design management, project management, construction management, construction inspection services, other utility related projects as assigned. 2. Any stage of project development such as initial field review, planning and scoping, feasibility, preliminary plans, preliminary field inspection, utility field inspection, public hearing, field inspection, right of way acquisition 8 plans, utility relocation, final plans, procurement and bidding, and construction administration (construction management, construction inspection, material testing and consultation during construction). 3. Specific tasks to be completed by the Contractor may include, but are not limited to: a. Project quality control and constructability review. b. Value engineering. c. Project schedule review and delay claim analysis. d. Cost estimating. e. Expert testimony. 4. Advising and consulting with the City on critical or complex construction issues as requested. 5. In times of declared emergency response or when directed, providing damage assessments or engineering, as required. 6. Providing a program manager who is a Commonwealth of Virginia registered and licensed Professional Engineer to oversee, manage and execute all assigned work as directed. The program manager will serve as primary point of contact for the Contractor. 7. The Contractor shall submit and maintain a schedule (preferred format: MS Office/Projects) throughout the course of each individual Project Task Order to include, at minimum, project milestones, critical path, actual vs. scheduled completion dates, and actual vs. scheduled costs. 8. The Contractor shall submit a uniform proposal submission sheet that lists the Work Breakdown Structure and proposed hours for the assigned tasks with a separate column for actual hours that would be required to be submitted with the invoice. 9. The Contractor shall assist the City in performing all intra-governmental coordination, interface, and concurrence to include submission of required forms and documents for review and incorporation of the results of the review into the plans. 10. The Contractor shall comply with any additional requirements imposed by the federal or state governments for projects that are funded with federal or state grant or revolving loan funds. |
