Description | The Public Works Department seeks to enter into an agreement with a highly qualified and capable firm that can successfully conduct a detailed, comprehensive inspection and quality control program to determine if the contracted Material Recovery Facility (MRF) operator performs regular and scheduled maintenance of residential recycling processing systems according to manufacturer and contractual specifications. This agreement will also provide industry related reporting and research, as needed, to help the City of Phoenix understand current and future impacts that will help provide additional information on whether the MRFs are capable of meeting changing market standards. The Contractor will be responsible for developing and conducting a comprehensive inspection program for equipment and facilities to ensure that each MRF contractor is performing proper operation and maintenance of the recycling systems at our 27th Avenue MRF and North Gateway MRF. The City is seeking to ensure that city owned recycling equipment is maintained to the required standards, that the plants are running at high productivity levels based on how they are being managed, and outbound product (commodities) are created to meet current industry standards. BACKGROUND: The City owns and utilizes two permanent MRFs to process residential commingled recyclable materials. The 27th Avenue MRF is located at the multi-functional 27th Avenue Transfer Station. The 27th Avenue MRF utilizes Bezner GmbH Separation Systems, CP Manufacturing and Bollegraaf Baling Systems in its single-stream operation. Right now, this site is being evaluated for upgrade, and if determined to be, the equipment currently utilized will be replaced with new equipment. The type of new equipment will be dependent on a successful bid process. There is no guarantee on what equipment will be utilized at this plant but will be communicated as upgrades occur. The North Gateway MRF is located at the multi-functional North Gateway Transfer Station (NGTS). Upgrades to North Gateway MRF began in September 2019 and concluded in December 2019. Equipment upgrades at this facility included two new anti-wrap disk screens, two new optical sorters, a drum feeder, expansion to the pre-sort line, and a ballistic separator. This upgrade was completed by VAN DYK Recycling Solutions (via ReCommunity LLC). |
