Description

The VA Healthcare System is seeking professional design services from an Architect & Engineer (A&E) firm for the development of complete construction documents (i.e., working drawings, specifications, reports, estimates, and construction period services) for Project Number 546-23-112 entitled: Renovate Interior Corridors Building 1 (Floors 2-3) at Miami VA Medical Center, in accordance with items herein specified. Construction document tasks will include, but will not be limited to, preparation and/or performance of reports, specifications, rendering, working drawings, site visits, meetings, meeting minutes, phasing/scheduling, and other related information and services. The A&E shall furnish services for schematic design, design development, and construction documents. The anticipated scope is defined here for reference and final confirmation needs to be coordinated with the Government. Project Overview: This project will upgrade all the wall, floor, and ceiling finishes of the public corridors of Building 1, 2nd, and 3rd floors. This project will also include the removal of existing floor, wall, and ceiling finishes and will replace them with new updated finishes. The existing lighting is to be replaced and fire alarm devices, sprinklers, and other utilities are to be removed, relocated, and reinstalled as necessary to accommodate the new project work. The project will address asbestos abatement and mold remediation as needed. All new interior finishes provided shall meet VA Design Guidelines Criteria. This project will improve the outdated wall, floor, and ceiling finishes of the 2nd and 3rd floors of Building 1. The existing wall, floor, and ceiling finishes are old and need to be replaced. The wall bases are peeling off and the walls need repair. This project will address needed beautification improvements to the interior physical appearance of Bldg.1. This project will provide family members, staff, and visitors with a new aesthetically pleasing environment for all. Work is to be performed for the Veterans Health Administration at Miami VA Health Care System - Buildings 1 in Miami, Florida. The work address is 1201 N.W. 16th Street, Miami, Florida 33125. Work hours are between 7:30 AM and 4:00 PM, Monday thru Friday except on federal holidays. The detailed project design should begin with the above-mentioned intense on-site physical survey and collection of project data. Additionally, the designer shall meet with the VA Integrated Product Team (IPT) project team to clearly define design goals. Based on these meetings with the VA IPT and site surveys, prepare a detailed project plan description report pertinent to the project requirements within the constraints of the construction budget consistent with the VA's project team goals. Through the course of the design phase, it will be necessary to interface with Medical Center staff to ascertain the details of the scope through a series of meetings and periodic submissions of documents. All designs shall incorporate all architectural and engineering disciplines necessary to provide a complete and functional design. Designs shall be in accordance with all applicable requirements of the National Fire Protection Association (NFPA), Environmental Agency (EPA), American National Standard Institute (ANSI), OSHA, National Plumbing Code (NPC), National Electric Code (NEC), ASHRAE, National Safety Code (NSC), VA Specifications, VA Construction Standards, VA Design Handbooks, etc. and all applicable local, state, and Federal regulations and standards. Existing drawings will be made available to the A&E; however, their accuracy shall be field verified by the A&E and all consulting firms as part of investigative services. The A&E shall perform all necessary site survey work such as verifying record drawings. The AE firm shall design this project with 20% deduct alternates included. The following investigative work shall be included within the scope of this project (if applicable): Provide all Engineer investigative work for application to this project including but not limited to vibration studies, structural analysis, asbestos abatement, and any other test or study required to complete this project. Verify existing conditions to ensure the accuracy of the design. Field verify VA furnished drawings to ensure A&E design is accurate. It is the A&E's responsibility to determine existing conditions and to base the design on this information. Materials to be furnished to the A&E by the VA - The following shall be Furnished to the A&E upon request: VA Engineering Service will provide the A&E with all applicable drawings for the project. The accuracy of the paper copies of Drawings is not guaranteed and shall be used only for general information. Actual conditions must be field verified by the A&E and all consulting firms. The A&E will then make copies of these drawings at the VA using VA equipment. All VA standards, specifications, Space Planning Criteria, Equipment & Design Guides List, and design submission guidelines can be obtained by accessing the World Wide Web PRESOLICITATION NOTICE THIS IS NOT A REQUEST FOR PROPOSAL. THIS IS A REQUEST FOR STANDARD FORM (SF) 330S ARCHITECT-ENGINEER QUALIFICATION PACKAGES ONLY. ALL INFORMATION NEEDED TO SUBMIT SF 330 DOCUMENTS IS CONTAINED HEREIN. INTRODUCTION: This is a Pre-Solicitation Notice for project number 546-23-112 that requires Architect and/or Engineering (A&E) Design Services to "Renovate Interior Corridors Building 1 (Floors 2-3)" at the Miami VA Medical Center, 1201 N.W. 16th Street, Miami, Florida 33125. This project is a 100% Set-Aside for Service-Disabled Veteran-Owned Small Business Concerns (SDVOSB). The NAICS code for this procurement is 541330 "Engineering Services" and the annual small business size standard is $16.5M. This project requires a full design team to complete this project. The projected award date for the anticipated A&E contract is on or before December 30, 2022. All information needed to submit SF330 documents is contained herein. The magnitude for construction (not design) of this project is between $5,000,000.00 and $10,000,000.00. Federal Acquisition Regulations (FAR) 36.6 selection procedures apply. The architectural/engineering sources listed herein are being procured utilizing the Selection of Architects and Engineer's statute, also known as the Brooks Act or Qualifications Based Selection (QBS), FAR Part 36.6, VAAR Part 836.6, and VAAM Part 836.6. All submissions will be evaluated in accordance with (IAW) the evaluation criteria identified in the Selection Criteria. At least three (3) of the firms deemed to be the most highly qualified, after initial source selection, will be chosen for discussions/interviews. Firms will be selected based on demonstrated competence and qualifications for the required work as submitted. Firms that design or prepare specifications in conjunction with this contract are prohibited from participating in any future construction contracts based on those documents. 2. DESCRIPTION: The Government is seeking an A&E firm to provide all professional services required for the design of complete construction documents (i.e., working drawings, specifications, reports, estimates, and construction period services) for Project Number 546- 23-112 entitled: Renovate Interior Corridors Building 1 (Floors 2-3) at Miami VA Medical Center, in accordance with items herein specified. The review/design of architectural, structural, mechanical, electrical, civil, or other engineering features of the work shall be accomplished by architects or engineers registered in a State or possession of the United States, or in Puerto Rico, or the District of Columbia and be authorized to complete professional design services in the state of Florida. 4. The project drawings/design shall follow applicable standards and codes described in VA Program Guides and design materials. Master Construction Specifications Index, VA Construction Standards Index, VA Standards Index, and Criteria are available in the Technical Information Library (TIL) on the VA Website . 5. The awarded A&E firm will prepare drawings and specifications in sufficient detail such that qualified outside general contracting companies can prepare accurate and timely proposals for the desired work. The awarded A&E firm is responsible for ensuring that the specifications and drawings supplied fully represent all of the work described in the Request for Proposal (RFP). The Medical Center must remain operational throughout the construction period and a detailed sequence of work will be provided by the A&E firm to minimize the impact of the construction. 6. All offerors are advised that in accordance with VAAR 836.606-71, the total cost of the contract for A&E services must not exceed 6 percent of the estimated cost of the construction project plus any fees for related services and activities. Additionally, FAR Clause 52.236-22 (c) - Design Within Funding Limitation, will be applicable to this procurement action. Design limitation costs will be provided to the most highly rated A&E firm selected to complete the design. 7. Personal visits for the purpose of discussing this announcement will not be entertained or scheduled. Selection shall be in the order of preference from the firms considered Most Highly Qualified. In accordance with FAR 36.209 - Construction Contracts with A&E Firms and 36.606 (c), all interested contractors are hereby put on notice that no construction contract may be awarded to the firm that ultimately designs this requirement. 9. The selection of the most qualified contractor will follow the guidance provided in FAR 36.6 - Architect-Engineer Services. Additionally, this solicitation is also issued in accordance with Public Law 109-461, the Veterans Benefits, Healthcare Information, and Technology Act of 2006, Sections 502 and 503, as a set-aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) contractors. Pursuant to 38 USC 8127(d), competition is restricted to SDVOSB construction firms, as there is a reasonable expectation that two or more offers from SDVOSB contractors will be received under this solicitation. Apparent successful offerors must apply for and receive verification from the Department of Veteran Affairs Center for Veterans Enterprise (CVE) in accordance with 38 CFR Part 74 and VAAR 819.70 by submission of documentation of Veteran status and ownership and control sufficient to establish appropriate status. The method of contractor selection has not been determined at this time. *The value for this project is based on a financial range.
