Description | This project consists of investigating sanitary sewer main and manholes within the Village so that a study can be prepared detailing needed improvements. The Village of Bolivar was awarded funds from the New York State Engineering Planning Grant program to complete a smoke study and CCTV of the Village sanitary system to find evidence of any infiltration and inflow. A public bid is required for the closedcircuit televising of sewer main and manhole inspections. This work consists of 7,500 linear feet of 8- inch main cleaning and televising, inspection of 42 manholes and heaving, cleaning or cutting, if necessary. Bids will be received for a single prime Contract. Bids shall be on a lump sum and unit price basis, as indicated in the Bid Form. A pre-bid conference will NOT be held. Only written Requests For Information (RFI) will be accepted. RFI's will be accepted until 5:00 p.m. (Local Time) on August 2, 2022, at the office of the Engineer to the attention of Seth Krull via email: SKrull@CPLteam.com. If necessary, an Addendum will be issued by 5:00 p.m. (Local Time) on August 4, 2022 from the office of the Engineer. Bid security is not required. Bidders on this work will be required to comply with Executive Orders 11246 and 11375, which prohibit discrimination in employment regarding race, creed, color, sex, or national origin. The successful bidder must be an equal opportunity employer, must meet all appropriate State and Federal standards, and comply with all relevant governmental regulations. This project is funded by New York State Environmental Facilities Corporation (NYS EFC). Prospective bidders should review the requirements included in the contract documents. Funding on this project requires that the successful bidder comply with all requirements of the New York State Environmental Facilities Corporation Program Requirements for Non-Construction Contracts and the NYS Master Contract for Grants, both included as Exhibits to the Supplementary Conditions. New York State certified Minority and Women-Owned Business Enterprise (MWBE) firms are encouraged to respond. Statement of Non-Collusion: Bidders on the contract are required to execute a non-collusive bidding certificate pursuant to Section 103d of the General Municipal Law of the State of New York. Bidders shall comply with the Iran Divestment Act of 2012. Sales and Use of Tax Exemptions: The Village of Bolivar is exempt from the payment of sales and compensation use taxes of the State of New York and of cities and counties on all materials, equipment, and supplies sold to the Village pursuant to this contract. Also exempt from such taxes are purchases by the Contractor and his Subcontractors of materials, equipment, and supplies to be sold to the Village pursuant to this contract, including tangible personal property to be incorporated in any structure, building, or other real property forming part of the project. These taxes are not to be included in the Bid. All bids shall be binding for a period of forty five (45) days after the bid opening date. The Village reserves the right to reject any and all bids and to waive any informalities therein. |
