Description

MARC is requesting pricing for snow removal and ice management quotes for all parking areas, decks, stairs, stairwells and sidewalks serving the residential locations that are operated by MARC as identified in Exhibit A of this document. The term of the Agreement is for the following time period: November 2022 - May 2023 MARC reserves rights to renew contract for three additional years. PROPOSAL COMPLIANCE MARC shall be the sole judge as to whether any and all bids comply with these specifications, and as such a decision shall be final and conclusive. Bidders shall state in their bid any exceptions taken to the Bid specifications. All terms and conditions of this bid will be incorporated into any subsequent contract between MARC and the bidder. If the bid and contract are found to be in conflict, these terms and conditions shall prevail. This is not an offer to contract. Acceptance of a proposal neither commits MARC toward a contract to any bidder, even if all requirements stated in this bid are met, nor limits the right to negotiate in the best interest of MARC. MARC, in its sole and absolute discretion, reserves the right not to contract with any bidder for any reason. MARC also reserves the right, in its sole and absolute discretion, to accept or reject any and all bids in whole or in part, to waive any irregularity and/or informality in any bid and to request and receive additional information from any bidder when such acceptance, rejection, waiver or request as deemed by MARC to be in the best. MARC may reject or accept any and all bids in whole or in part or to waive any informality in bids received if in their opinion, it is deemed in the best interest of the organization to do so. 2.3METHOD OF AWARD Bids will be awarded to the most responsible, responsive and qualified bidder as determined by MARC. MARC reserves the right to split the Bid Award if it is in the organization's best interest. Until a contract has been executed, no vendor can claim any contract rights by virtue of the receipt of the notice of acceptance of proposal alone. Awarding of the contract shall mean that a contract agreement has been executed by both the accepted vendor and MARC. 2.4FAMILIARITY WITH LAWS, SITE CONDITIONS AND DOCUMENTS Each bidder is required to be familiar with and to comply with the terms and conditions of the specifications and all other contract documents and with all Federal, State and Local Laws, Ordinances or Regulations which in any manner relate to the furnishing of the equipment, material or services in accordance with the Contract. 2.5QUALIFICATIONS OF BIDDER MARC may make such investigations as it deems necessary to determine the ability of the bidder to perform the work. The bidder shall furnish to MARC all such information necessary to complete this investigation as the organization may request. MARC reserves the right to reject any or all bidders if the evidence submitted by, or investigation of vendor fails to satisfy MARC that such bidder is qualified to carry out the obligations of the contract and to the work contemplated therein. 2.6ERRORS, INTERPRETATIONS AND ADDENDA All information given by MARC except by written addenda shall be informal and shall not be binding upon MARC nor shall it furnish a basis for legal action by any bidder against MARC. 2.7SUBCONTRACTING The Contractor shall not subcontract the work under this project without written approval of MARC's President & CEO. 2.8INDEMNIFICATION The selected bidder shall at all times indemnify and hold harmless MARC and its officers, agents and employees on account of and from any and all claims, damages, losses, judgments, workers' compensation payments, litigation expenses and legal counsel fees arising out of injuries to persons (including death) or damage to property. SCOPE OF SERVICES: 1. SERVICE LOCATION(S): The Contractor shall provide Services to the following facilities located at the following addresses: I. MARC Offices: a. 151 Sheldon Road, Manchester, CT i. Plowing & deicing of front and rear parking lots, including 8' wide paved area behind building. ii. Remove snow & deice walkways alongside of building and doorways. iii. Remove snow and deice walkways between 151 & 161 Sheldon Road. iv. Remove snow and deice area near rubbish and recycling dumpsters. v. Remove snow near mailbox, all gas meters and fire hydrants. b. 161 Sheldon Road, Manchester, CT i. Plowing & deicing of all parking lots. ii. Remove snow & deice walkways alongside of building, ramps and doorways. iii. Remove snow and deice area near rubbish and recycling dumpsters. iv. Remove snow near all gas meters & fire hydrants v. Return to plow and deice fleet parking area after relocation. II. MARC Residential Locations: a. 15 Carriage Drive, Manchester, CT (Gas Heat) i. Clear driveway, front entrance, side ramp and path across the deck to the back door. b. 112 Ferguson Road, Manchester, CT (Oil Heat) i. Clear driveway, side and front entrances as well as perimeter sidewalk. ii. Any accumulation of 6" or more requires a path be made to oil fuel fill at the front right corner of the home. c. 857 East Middle Turnpike, Manchester, CT (Oil Heat) i. Clear driveway as well as steps to side porch, ramp and path across the deck to the back door. ii. Any accumulation of 6" or more requires a path be made to oil fuel fill at the front left corner of the home. d. 5 Quaker Road, Manchester, CT (Oil Heat) i. Clear driveway as well as the front steps, side ramp to the side exit and perimeter sidewalk. ii. Any accumulation of 6" or more requires a path be made to the oil fuel fill next to the front door. e. 75 Scott Drive, Manchester, CT (Oil Heat) i. Clear driveway as well as the ramp to the front door, walkway and ramp to rear slider. ii. Clear a path across the deck to the rear slider and sidewalk across the front of the house. iii. Any accumulation of 6" or more requires a path be made to oil fuel fill at the left rear of the house. f. 37 Castle Road, Manchester, CT (Oil Heat) i. Clear driveway as well as the side entrance, front door ramp and sidewalk. ii. Any accumulation of 6" or more requires a path be made to oil fuel fill at the rear left corner of the home.
