Description

The City of Fort Scott (City) is releasing this RFP for the purpose of soliciting proposals from qualified Engineers for the purpose of completing recommended upgrades to the City's Water Reservoir release valves. Located at Lake Fort Scott, and Rock Creek Lake, west of Fort Scott. The project site is the Lake of Fort Scott, 864 195th ST, Fort Scott, KS 66701 and Rock Creek Lake located near 1076 195th ST, Fort Scott, KS 66701, respectively. Lake Fort Scott was completed in 1960 as a backup water supply for the Fort Scott water utility. It is believed that this release valve was rehabbed to some degree in 1980. It has a single valve: 24" waterman model C-20F cast iron canal gate valve. At the end of 2020 the brackets holding the 60' stem corroded again (like in 1980) and it was unknowingly closed too far, bending the stem. The stem and brackets were rebuilt by city crews at that time. The valve is now operable, but personnel have hesitancy exercising this valve, as it is difficult to fully close. Over the years many residences have been established around the lake, and if the water gets low, they are very vocal in complaining about the water level. In addition, there is water constantly leaking out the weep tubes downstream of the Dam. This has been observed over many years and there are more details on this in the Dam safety inspection reports available for review. Rock Creek Lake is immediately down stream of Lake Fort Scott. Rock Creek lake is a now shallow reservoir that was constructed in 1919. The valve structure contains three sliding gate valves on the East, West and South sides of a concrete structure. Currently the East gate is the only one able to be operated. In 2002 the exterior concrete of the structure was rehabilitated and any maintenance beyond this is unknown. The Marmaton River is the only source of water for the Fort Scott Water utility. In dry times water can be released from 1. Cedar Creek Lake, 2. Rock Creek Lake, and 3. Lake Fort Scott. Any of the three reservoirs can release water into the Marmaton River to maintain river levels. However, anything released from Lake Fort Scott must flow through Rock Creek and then into the Marmaton River SCOPE OF RFP: 1. Present solution for rehabilitation or replacement of these water release valves and structures. 2. Install a redundant valve. 3. Proposed / procedure 4. and proposed cost. Evaluation and repair or replacement of Lake Fort Scott Dam release valve o Consideration of an auxiliary valve on the outfall o Consideration of a modification of the intake structure to improve ease of use should we need to stop flow through pipe in order to repair or replace valve. o Evaluation and repair or replacement of Rock Creek release valves and structure o Consideration of tendency of outfall channel to be filled with silt and cover H- flume weir, required by state for monitoring flow if flow is released from either lake The City reserves the right to reject any and all proposals or any part thereof. The right is reserved to waive any formalities or informalities contained in any proposal, and to award the proposal to the most responsive and responsible proposing firm as deemed in the best interest of the City.
