Description | The City of Norwalk (City) is seeking proposals from qualified consultants ("Proposers") to provide economic development consultant services, including but limited to recruitment and retention activities, strategic planning, marketing, maintain and updating databases (Ex. List of available properties), tax increment financing, infrastructure funding strategies, and other services as determined by the City, and for as long as funds are available The City of Norwalk is a culturally rich community of approximately 110,000 residents located at the midpoint between Los Angeles and Orange Counties. Norwalk is at the heart of an expanding regional transportation network which is a great convenience to residents who work in Los Angeles or Orange Counties and an advantage for businesses who need access to major transportation routes. Located near the 5 freeway, 605 freeway, 105 freeway and 91 freeway makes Norwalk accessible to cultural, educational and entertainment centers both counties have to offer, not to mention accessible to local beach and mountain areas. Two commuter rail lines also serve Norwalk with access to Orange County and 91/Perris Valley Lines and access to the Green Line; these commuter rail lines also feature connections to other metropolitan areas such as downtown Los Angeles, Ventura, and San Diego. Norwalk has strong community values where neighbors know neighbors in addition to having an excellent school system and great parks. The parks system exists in over 100 acres of land making up 12 parks with popular park programming administered by the City's Recreation and Park Services Department. The City of Norwalk's Community Development Department administers the City's economic development programs and projects, reviews project plans, issues building permits to ensure construction complies with approved plans and codes, and assists low to moderate income families with housing. The department leads Norwalk's longterm objective to build a strong and diversified economy while transforming spaces into quality and meaningful places. On October 2, 2018, the City adopted the Economic Development Opportunities Plan, which identified economic "nodes" to focus its redevelopment efforts. Coupled with the anticipated reversion of certain I-5 Freeway properties from Caltrans back to City ownership, there are real estate opportunities that will lead Norwalk to significantly Request for Proposal for Economic Development Consulting Services -3- revitalize business corridors and generate housing development. The City anticipates that the contract will be for a minimum 3-year term for these services. The City of Norwalk is not responsible for failure to respond to a request that has not been labeled as such. The method of Contractor Selection has not been Determined at this time. |
