Nuisance Abatement Services

This IFB outlines the requirements for weed cutting and nuisance removal services. The scope consists of removal of nuisance weeds, dead trees, limbs, brush, rubbish, similar-type nuisances, debris and grass cutting on private property located in the City of Saint Charles. These services will be used on an as-needed basis only, and will be managed by the Community Development Department/Code Enforcement Manager. The initial term of the agreement shall be from contract approval through December 31, 2023. The City shall have options to renew for two (2) additional terms (calendar years 2024 and 2025). Proper communication between the contractor and Code Enforcement Manager must be maintained during normal City working hours, Monday through Friday, to ensure that the terms and conditions of the contract are met. II. Scope of Services A. Payment: Payment for this work will be completed for invoices received on a monthly basis. The following information must accompany each invoice: (1) a copy of the work order with a description of work required, including the number of labor hours; (2) the type of equipment used and the chargeable rate, including the total number of personnel and chargeable rate per person; and (3) copy of any landfill charge tickets and/or tipping fees, including the number of labor hours and chargeable rate of labor. No invoice will be paid that does not include the required detailed information. B. Terms of Work: The contractor agrees that any assigned job shall be completed within seven (7) calendar days from the date of notification of work to be done. Contractor shall be informed by written notification deliverable by fax machine or email, within 24 hours of verbal notification, to ensure successful completion of work to be done within the seven (7) calendar day time frame. Verbal notification shall be considered the first day of the seven (7) calendar day period. Verbal notification, indicating completion of work, shall be submitted to the City within 24 hours. Any questions related to the IFB shall be submitted to Willie Hantack, Purchasing Manager, at william.hantack@stcharlescitymo.gov. In the event it is necessary to revise any portion of this IFB, addenda will be provided to all Vendors who received the original IFB via the City's website.
