Description

This is a service / maintenance or supply contract in Forney, Texas. Contact the soliciting agency for additional information. Bidders must submit with their bids a Cashier's Check or a Certified Check in the amount of five (5%) percent of the maximum amount of the bid payable without recourse to the Owner or a proposal bond in the same amount. The contract award is contingent upon City Council's approval at the May 17, 2022, meeting. The City is seeking proposals to provide maintenance and services to approximately 1,150 - 1,250 fire hydrants in the City of Forney's water service area (excluding anything in other water districts and outside of city limits). The City invites responses to this RFP from qualified vendors and/or teams interested. This type of proposed project intends to perform a general inspection and do maintenance to all fire hydrants within the City limits. In addition, each hydrant will have a pressure and performance test done and recorded during this evaluation to check the GPM (gallons per minute) and the static and residual pressures. Also, in the assessment, the following general maintenance will be performed as needed: Each hydrant and the corresponding valve will be GPS located/marked for GIS purposes Cataloging and Tagging Each Hydrant (City will provide a tag with a number in sequential order) Paint Each Fire Hydrant According to NEPA and TCEQ Standards Bid Alternate #1 - Remove, Clean, and Lubricate all Caps and Parts Accordingly, Reassemble and Add Oil Bid Alternate #2 - Add or Replace as needed a Blue Stimsonite, Fire-Lite reflector (or approved equal) to be placed in the center of the street opposite of each fire hydrant Bidders/Proposers are required to provide all materials, equipment, and labor required for the construction of the project along with a two (2) year Performance and Maintenance Bond in the amount of the Contract. The effective date of the maintenance period will commence upon the date of project acceptance by the City of Forney City Council. The successful Bidder will be required to furnish a performance bond in the amount of the contract and a payment bond for the protection of all claimants supplying labor and materials. QUESTIONS DEADLINE: Wednesday, May 4, 2022, @ 12:00 CST BONDS: o Bid Bond (5%) o PROPOSAL SECURITY: Each proposal must be accompanied by a certified check of the proposer, or a bid bond, duly executed by the proposer as principal and having as surety thereon a surety company approved by the City, in the amount of 5% of the proposal amount. Such checks, will be returned thirty days after the award of the contract, or, if no award has been made within 90 days after the date of the opening of proposals, upon demand of the proposer at any time thereafter, so long as he has not been notified of the acceptance of his bid. The successful proposer, upon his failure or refusal to execute and deliver the contract and bonds required within 10 days after he has received notice of the acceptance of his proposal, shall forfeit to the City the security deposited with his proposal. o Maintenance, Performance, and Payment Bonds (100%) - In accordance with Government Code 2253 and Local Government Code 252, successful contractor shall submit bonds if awarded. Bonds must be from an approved surety company holding a permit from the State of Texas to act as surety, or other sureties acceptable to the OWNER, on the forms provided in the specifications.
