Description

As of May 2023, the initial solicitation for the Student Housing Project was a request for letters of interest. The State of California, acting through the Board of Trustees of the California State University, hereinafter called Trustees or BOT, on behalf of California Polytechnic State University San Luis Obispo, hereinafter called University, will soon begin the process of seeking qualifications and proposals from Design-Build General Contractors (Proposers) to provide design and construction services for a new Student Housing and Renovation Program. The University is now in the process of developing a list of Design-Build General Contractor firms to be considered for the program and is currently seeking non-mandatory letters of interest from firms that wish to be considered for inclusion on that list. The 2035 Master Plan accounts for nearly 15,000 beds of student housing to accommodate the first and second year live-on requirements as well as maintaining housing for transfer and returning upper division students. To begin to meet this need, Cal Poly intends to design and construct three (3) new student housing projects at the current North Mountain and K-2 parking sites and renovate six (6) existing residential halls at the current South Mountain site. Presently, the intent is to use a phased approach for three new construction projects and six renovation projects over the course of the ten years program, starting design in early 2023. Projects would be completed strategically to reduce the impact to campus life and allow for students to continue with no interruption. Preliminary design-build cost estimates for the three new housing projects range from $175M to $275M each, with the six renovation projects ranging from $24M to $31M each. The program includes: - Design and construction of two new second year housing projects to be located on the existing North Mountain site, developed in two phases consisting of 1,213 beds in Phase 1 and 646 beds in Phase 2, both in semi suite configurations. - Design and construction of one new first year housing program located on the K-2 lot to be developed in one phase of 1,024 beds in a traditional residence hall configuration. - Design and construction of summer renewal program which would focus on a single South Mountain Hall per summer for six existing residence halls. The delivery method for the Program is Collaborative Design-Build, which will be completed under a master contract. Specific projects within the Program will be delivered through individually negotiated agreements under the master contract. This is a multi-phased delivery process and execution of agreements will align with a pre-determined phasing schedule. The Program will fully embrace the principles of collaboration and integrated project delivery that emphasizes a cooperative approach to problem-solving. The University expects the design-build team, as part of the program team, to deliver this program by creating a culture of open and honest communication, utilizing team principles efficiently and effectively, and establishing a collaborative environment where the program team contributes its best efforts for the benefit of the program as a whole. The University will use a phased approach to select the design-build team: the builder will be selected with an RFQ and RFP process, and then the University will work collaboratively with the selected builder to select the design Architect, and subsequently, all other team members. This process selects the Design-builder on qualifications and proposed fees (a design competition is not utilized). The anticipated issuance of the Request for Qualifications (RFQ) is October 2022 with the shortlisted teams selected for Request for Proposals (RFP) issuance in early December 2022. Non-mandatory letters of interest should be limited to one 8-1/2x11 page and include a link to the firm's website. The University is seeking firms which have demonstrated Collaborative or Progressive Design build experience; have experience with higher education buildings on a dense campus, and have a proven ability to produce excellent projects with a modest budget. Experience with large scale student housing programs is highly desired.
