Comprehensive Master Plan - Consultant Services

The prospective Consultant will: Review the Town’s existing plans and documents relevant to the Master Plan, including but not limited to, the 2012 Master Plan, the 2018 Housing Production Plan, the 2018 Open Space and Recreation Plan, 2019 Residents Survey. This will assist the consultant with understanding the existing conditions and help to set a foundation for progressing forward. Note: Other documents that can be available for background information during the Master Planning process are the Sidewalk Master Plan, the DEI Strategic Plan, the Town Manager’s Strategic Plan, Andover Facilities Master Plan, GIS information, etc. Note: Overall, the Town has continuously updated and revised planning studies with current and relevant information that staff feels will be helpful to the process. ? Review the Master Plan Steering Committee’s 2021 Affinity Map and 2022 Vision Survey (i.e. data collected in Vision Survey, possibly cross-tabulating with census data from the town, creating summary report of the findings). ? Develop a project schedule that allows for regular meetings with, and status updates to the MPSC, the Planning Board, planning staff, and (as needed) Town Officials. ? Develop a strategy to engage residents, business interests, community groups, and other stakeholders to foster a sense of inclusivity to the process. The strategy should include a social media and Town website component. The Consultant may include staff and resource assistance from the Planning Division in this strategy.
