Description | As of August 18,2022, this project has not yet been awarded. A timeline for award has not yet been established. The Project consists of the following major items: A. Contract I, General 1. Earthen Berm Improvements a. Using suitable fill from on-site stockpile and off-site import, raise the earthen sections of the berm approximately 3'0". b. Where indicated, install approximately 1,000 LF of vertical sheet pile wall c. Reconstruct two (2) gravel drives d. Modify primary driveways per the base bid or bid alternate e. Install storm sewer piping and drop inlets. f. Miscellaneous appurtenances, construction entrances and erosion control methods. For the construction of the WWTP Berm Improvement (CS370398-04). After Bids are opened, the Owner shall evaluate them in accordance with the methods and criteria set forth in the Instructions to Bidders. The Owner reserves the right to waive any informality or to reject any or all Bids. Unless all Bids are rejected, Award will be made to the lowest responsible Bidder, taking into consideration quality, performance and the time specified in the proposals for the performance of the Contract. With request for Bidding Documents supply the following information: Company name, contact person, street address, and phone and fax numbers for Bidding office; N. C. contractor's license with limitation and classification; indicate if the firm will be a Bidder, Supplier or Sub-Contractor. Bidders will be required to show evidence that they are licensed to perform the work in the Bidding Documents as required by North Carolina General Statute, Chapter 87 and the Instructions to Bidders. Bid Security in the amount of five percent of the Bid must accompany each Bid and shall be subject to the conditions provided in the Instructions to Bidders. Attention of Bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under the Contract. This Project is expected to be funded at 100% of the total project cost of $1,645,000 including engineering and contingencies up to $1,645,000 which will be financed with federal money through a loan from the State of North Carolina's State Revolving Fund. Any amount exceeding $1,645,000 will be financed by the Owner. Any contract awarded under this Advertisement for Bids is expected to be funded in part by a loan or grant from the State of North Carolina. Neither the State or Federal Government nor any of their departments, agencies, or employees is or will be a party to this Advertisement for Bids or any resulting Contract. This procurement will be subject to State regulations. Any contract awarded under this Advertisement for Bids is expected is to be funded in part by a grant from the U. S. Environmental Protection Agency. Neither the United States nor any of its departments, agencies, or employees is or will be a party to this Advertisement for Bids or any resulting Contract. Bidders must comply with the President's Executive Order Numbers 11246 and 11375 which prohibit discrimination in employment regarding race, creed, color, sex, or national origin. Bidders shall provide certification of prior work under Executive Order 11.426 (Equal Employment Opportunity) as amended. Bidders shall make positive efforts to use small and minority-owned businesses and woman business enterprises. The successful Bidders shall comply with 41 CFR 60-4, in regard to affirmative action, to ensure equal opportunity to females and minorities and will apply the timetables and goals set forth in 41 CFR 60-4, if applicable. Bidders must comply with Title VI of the Civil Rights Act of 1964, the Anti-Kickback Act, and the Contract Work Hours Standard Act. This contract will be funded in whole or in part using funds from Clean Water and / or Drinking Water State Revolving Funds. As such, the special provisions concerning the American Iron and Steel (AIS) requirements as noted in the Instruction to Bidders and Supplementary Conditions shall be required for this contract.
