All bid envelopes should contain the bidder's name and mailing address on the outside of the envelope and also specify the name of the bid item. When submitting an electronic bid, the bid must be submitted in "pdf" format and shall contain the same information and forms as required for the paper bids. Electronic bids must be secured with a bid bond. When submitting a bid electronically, the authorized signature may be a hand-written blue ink signature or be an electronic signature. When bids are submitted electronically, the requirement for including a certificate of responsibility, or statement that the bid enclosed does not exceed Fifty Thousand Dollars ($50,000.00), on the exterior of the bid envelope shall be deemed in compliance by including the same information as an attachment with the electronic bid submittal. For any questions relating to the electronic submittal The Jackson County Board of Supervisors reserves the right to reject any and all bids received and to award said bid in the best interest of the County. Bids may be held for a period not to exceed sixty (60) days from the date of the opening of bids for the purpose of reviewing the bids and investigating the qualifications of Bidders, prior to awarding of the Contract. Guardrail, complete in place as specified, to replace damaged existing bridge railing and approach roadway guardrail, as well as installation of new approach roadway guardrail
