Description

The services to be provided include all surveying of the existing roadways and adjacent lands, as required for the proposed construction, including roads, curbs, and sidewalks, as well as underground and above ground utilities, driveways, trees, and all other features near and adjacent to the roadway. Existing Conditions Plans of the noted areas, including top of curb/bottom of curb, gutters, swales, centerline of roadway and sidewalks, sidewalk elevation and spot elevations of all utility manholes, catch basins, and valve covers, invert elevations, pipe size, and pipe material for all pipes entering and exiting structures, as required for the proposed construction. Consultant shall consider the use of available aerial photography or drone assisted mapping for roadway improvement areas not requiring detailed ground survey. All above information will be plotted on Plan and Profile at a scale no less than 1”=20’. Consultant shall perform a sufficient number of preconstruction asphalt cores of the existing roadway, to determine existing material and thickness of asphalt surface course, asphalt base course and sub-base materials. Consultant shall assess the existing pavement and pavement sub-base material and determine whether repaving or full-depth reconstruction is required. Construction Plans shall be prepared, which will show the items to be removed and the items to be constructed, including new centerline profiles, as applicable, top of curb/bottom of curb or gutter, sidewalk, and swale elevations. The plan set and all technical specifications shall meet NJDOT Standards and be of such detail that they can be used for Public Bidding of the improvements. All proposed construction work and materials shall conform to NJDOT and Township Codes, specifications, means, and methods. An Engineers estimate shall be provided prior to bidding. Preparation of the Public Bid packages, bid acceptance, bidder questions, tabulation, attendance at the bid opening, and award recommendation shall be included in this contract. The plan set shall also be prepared in a manner that would allow for phasing the improvements over several years based on annual municipal capital budget, with minimal or no effort to the plan set. Applications and plans for the Soil Erosion Sediment Control Certification and NJDEP 5G3 permit shall be prepared and submitted to Mercer County Soil Conservation District and NJDEP, respectively. The Contract shall include full size sealed printed plan set(s) and specifications as follows: one (1) printed set at 50% and 100% completion and two (2) signed sealed printed sets at Construction. PDF copies on CD shall also be submitted to the Township. The road shall have existing driveways sawcut, removed, and replaced within the right of way, roughly 5 ft. to 8 ft. back from the edge of pavement. All joints shall be properly sealed. Gutter flow and positive drainage shall be maintained.
