Description

All post-site visit questions and requests for information (RFI) should be submitted to Schneider Electric personnel, via email at schneider.bidsWMUA@gmail.com, no later than, Tuesday, April 11, 2023 by 9:00 AM Energy Savings Improvement Program (ESIP): For the Customer: Willingboro Municipal Utilities Authority (WMUA), in accordance with the Drawings, Specifications, and Bid Documents as prepared by Schneider Electric. No bid may be withdrawn for a period of ninety (90) days from the day of the bid opening. Any bids received after the closing time will be returned unopened. In order to be considered, bids must be received in a sealed envelope and the outer envelope must be clearly marked specifying the Project and the appropriate Prime Bid. Schneider Electric reserves the right to reject any or all bids and waive any informality in the bidding process in accordance with the law if it is in the best interest of Schneider Electric and/or the district. The Contract, if awarded shall be awarded to the lowest responsible bidder whose bid is responsive in all material respects to the bid requirements and is in the best interest of the customer and of Schneider Electric. No bid shall be deemed accepted until the adoption of a formal subcontract by Schneider Electric. All bidders must use and complete all bid forms provided in the manner designated and must comply with every requirement contained in the instruction and specifications. Bid responses shall be marked in a sealed envelope with the name of the project plainly marked on the front of the envelope and accompanied by a bid guarantee in the form of a certified check or Bid Bond in the amount of 10% of the bid, but not to exceed $20,000 pursuant to N.J.S.A 18A:18A-24. All applicable surety bonds required in connection with the advertisement and award of building contracts or sub agreements must be written by a surety company listed on the Federal Treasury List (Department Circular 570--Surety Companies Acceptable on Federal Bonds), incorporated herein by reference in accordance with N.J.A.C. 7:22-3.17(g). This subcontract is expected to be funded in part with funds from the New Jersey Department of Environmental Protection and the New Jersey Environmental Infrastructure Trust. Neither the State of New Jersey, the New Jersey Environmental Infrastructure Trust nor any of their departments, agencies or employees is, or will be, a party to this contract or subcontract or any lower tier contract or subcontract. This contract or subcontract is subject to the provisions of N.J.A.C. 7:22-3, 4, 5, 9 and 10. In accordance with the provisions of N.J.S.A. 58:11B-26, N.J.A.C. 7:22-3.17(a)24 and 4.17(a)24, which require that no less than 10 percent of the total amount of all contracts shall be awarded to SEDs. The contractor (subcontractor) shall comply with all of the provisions of N.J.A.C. 7:22-9.1 et seq. for the participation of small business enterprises owned and controlled by socially and economically disadvantaged individuals (SEDs). Bidders and subcontractors named in the Form of Bid Proposal for General Constructions, Plumbing, HVAC, Electrical or other applicable trades who perform any work on the Project must be pre-qualified prior to the submission of bids, pursuant to the State of New Jersey Division of Property Management and Construction DPMC. Pursuant to N.J.S.A 18A:18A-26, in order to be eligible to submit a Bid for the Project, the Bidder shall be classified by the New Jersey Department of Treasury, Division of Property management and Construction for their respective disciplines.
