Wastewater Sludge Hauling and Disposal Services

The intent of this specification is to establish a contract for the hauling and disposal of dewatered municipal wastewater sludge (sludge cake) for the City of Kenner (City). Sludge cake will be collected from the City of Kenner Wastewater Treatment Plant (WWTP) - 1 West 30th Street, Kenner, LA, and hauled to the Jefferson Parish Landfill - 5800 Highway 90 West, Waggaman, LA Scope of work will include the following: oHaul sludge contained in the city owned trailers from the wastewater treatment plant to the Jefferson parish landfill oLease and perform all required preventive and corrective maintenance to the City's five (5) sludge trailers. The trailers shall be repaired within a 1-week period. The trailer lease rate shall be $100.00 per year. oResponsible for all tire repairs/replacement.oRequired to obtain Annual Inspections on all Trailers. oMust meet the City of Kenner insurance requirements to haul the trailers. oContractor must register with the Louisiana Department of Environmental Quality to become an approved sludge hauler. All proposals shall be considered valid for acceptance until such time an award is made, unless theProposer provides for a different time period within its proposal response. However, the City reserves the right to reject a proposal if the Proposer's response is unacceptable and the Proposer is unwilling to extend the validity of its proposal. The Jefferson Parish Landfill accepts sewerage sludge cake between the hours of 6:00 AM - 3:00 PM Monday through Friday, and 6:00 AM - 3:00 PM on Saturday. The Landfill may be contacted at 504-436-0152, for any questions regarding holiday schedules. Work HoursAll activities associated with the hauling and disposal of sludge shall be performed from 5:30 AM - 5:30 PM, Monday - Friday, and 5:30 AM 2:00 PM on Saturday, unless otherwise directed by the City. The City of Kenner will consider written inquiries regarding RFP requirements before the date specified in the Schedule of Events. The City of Kenner reserves the right to modify the RFP should a change be identified that is in the best interest of the City of Kenner.To be considered, written inquiries and requests for clarification of the content of this RFP must bereceived at the address below by 12:00 p.m. NOON CST on the date specified in Section 1.2 Schedule of Events. The City of Kenner may extend the agreement for an additional yearby notify the contractor in writing. The Proposer further agrees to a month-to-month extension of the contract pending any new solicitation or RFP process and contract award by the City of Kenner.
