Description | All site works including site clearing, excavation, installation of temporary soil erosion and sediment control measures, construction of new driveway, construction of new treatment facility, backwash tank, final grading, landscaping and site restoration. 2. Furnish and install a new permanent emergency power diesel generator set with sound enclosure and automatic transfer switch. Construction of a new elevated concrete pad with decking to access the generator controls. Electrical work shall include the installation of raceways and boxes, conductors and cables, grounding and disconnects as required to provide power from the generator to the proposed facility. 3. Construction of a horizontal filter with dual media isolated cells containing Anthracite/Silica Sand. and back wash tank in accordance with the State of New Jersey Department of Environmental Protection ("NJDEP") Bureau of Water System Engineering ("BWSE") requirements. All water treatment equipment as specified including, but not limited to, a complete Anthracite/Silica Sand Filtration System, piping, fittings, controls and appurtenant equipment. Contractor to provide sodium hypochlorite and Sumaclear 801B feed chemicals for start-up of all filters. 4. The existing underground Chlorine Contact Tank is to remain in service. Modification to the tank consists of re-routing the piping from the existing structure to be demolished to the proposed building location to be constructed. 5. All piping, valves, fittings, disinfection and testing, including well raw water discharge piping from well; drain down pump discharge piping; filter backwash wastewater piping including connections to the backwash water holding tank; treatment plant piping; and all miscellaneous yard piping including, but not limited to, the installation of a new 8" ductile iron water line and wet tap as shown on the Plans; finished water effluent piping; and all associated pipe, fittings, and valves; and connection to the water distribution system. All yard piping shall include the installation of all concrete thrust blocking and restraining, testing, excavation and backfilling as required to fulfill the intent of these Specifications. 6. All material, connections, testing and flanges (for water and sewer) shall be installed according to the Borough of Seaside Park Rules and Regulations. All material, installation and testing must meet the requirements set forth in the Rules and Regulations. 7. All instrumentation and control equipment including the well pump control panel, instrumentation and alarm control panels, filter backwash control panel, controls for miscellaneous pumping equipment, backwash wastewater pumping equipment, chemical feed equipment, automatic valves, pressure gauges, flow meters and telemetry equipment for the treatment plant. 8. All permanent pumping equipment including, but not limited to, new submersible well pump, motor and discharge for existing Well No. 10, new submersible pumping equipment for the filter backwash wastewater sump/pit and new vertical close-coupled multi-stage decant pumping and motor assembly. 9. All chemical feed equipment including solution tanks, mixers, pumps, tubing, ejectors and diffusers, piping, valves and fittings. 10. All miscellaneous equipment including, but not limited to, air compressors, well drawdown recording charts, safety equipment, eyewash station and deluge safety shower. 11. All material and equipment necessary to provide for a complete filter backwash wastewater handling system, including one (1) backwash wastewater tank, one (1) backwash wastewater sump/pit, one (1) backwash clearwater decant system, and all piping, valves, fittings, equipment, mounting base plates and pads, guide rail systems (for submersible pumps) and electric and controls. 12. All heating and ventilation equipment for the treatment plant, including, but not limited to, the installation of wall exhaust fans and wall louvers, roof exhausters, cooling system, electric unit heaters. 13. Fire alarm system is to include manual pull stations, smoke detectors, fire alarm panel, fire alarm strobe, and combination fire alarm horn and strobe. Fire alarm system is to be integrated into SCADA (see below for more information for the SCADA). 14. All plumbing work including, but not limited to, hot and cold water plumbing including all fixtures and appurtenances, all sanitary piping and appurtenances including all fixtures, drains, vents, and connection to the Borough’s sanitary sewerage collection system, 15. All electrical equipment including electrical service, motor control centers, variable frequency drives, panels, lighting, heating, wiring, and connections to equipment. Contractor to provide new service to the treatment plant with Jersey Central Power & Light. 16. All painting work for metallic and non-metallic surfaces-as required by the drawings and Specifications. 17. All construction work required to build the treatment plant, and appurtenances. This shall include, but not be limited to, all excavation and backfilling, foundations, piles, concrete and reinforced concrete, masonry, framing, finishing, and roofing. Piles Special Inspections: Contractor will engage a qualified New Jersey Professional Engineer to perform the following special inspections: 1. Pile foundations. SCADA and System Controls The Borough of Seaside Park will be integrating a new SCADA system at the Well No 10 Treatment Facility. Mission Communications M800 Series Wireless Real-Time Alarm System with Streaming Data,or approved equal shall be installed. Contractor shall provide the following equipment in addition to what is specified on the plans or in the technical specifications, to include communication wiring, power wiring, conduct to the main central panel for wiring to the new device; 1. Controls for new well level transducer, backwash wastewater pit transducer, backwash tank transducer, well discharge line flow meter, and pH and chlorine residual analytical equipment. 2. New filters will have separate controls for automated back wash etc., these controls must be linked into the overall SCADA for communication. The Filter vessel control vendor must contact the Borough’s system integrator, Complete Controls Services (CCS), 1515 Grant St., Egg Harbor City, NJ 08215, 1-609-593-6219, during shop drawing review to coordinate programming and communication standards for this project. 3. Controls for new generator and automatic transfer switch. 4. Existing elevated water storage tank level transducer and transmitter. Alternate Filter System The basis of design of the Silica Sand/Anthracite filtration equipment is as manufactured by Tonka Water. If the Contractor proposes an alternate system, the Contractor shall perform a pilot test and submit the results to the NJDEP Bureau of Water System Engineering and obtain a modified permit approving said alternate system prior to submitting the alternate system for approval for construction. All costs associated with completing the pilot test and permit modifications shall be borne by the Contractor. No change order to the construction schedule shall be issued as a result of the alternate system. |
