Description

The Curran-Gardner Townships Public Water District is seeking bids for the removal, transportation, and land application of lime sludge from its two (2) lime sludge lagoons located at the district's water treatment facility located at 3382 Hazlett Road, Springfield, Illinois. This bid should be for a "per gallon of slurry" proposal that covers labor, fuel, and the proper equipment required to pump the sludge from the lagoons, transport it to the land application site(s), and properly land apply it. The bid should also include all costs related to the laboratory testing of the sludge as well as the compilation of the final report. This bidding process will be for a two (2) year period. This time-frame will cover the removal of the sludge from the lagoons as well as land application of the sludge during the fall of 2023 and the fall of 2024 and will be considered two (2) separate cleanings. All transported lime sludge must be applied according to the regulations and guidelines set forth by the Illinois Environmental Protection Agency and the United States Environmental Protection Agency in regard to compliance with land application of lime sludge. All necessary reports must be filed with the Illinois Environmental Protection Agency and a final report must be provided to the Curran-Gardner Townships Public Water District upon completion of the project. All bidders must include the following at the time of their bid proposal: Illinois EPA Haulers Permit Number and a copy of their active permit, proof of insurance documentation that must include a minimum of $2,000,000.00 liability cover in the event of any land, air, or water pollution, evidence of prior land application programs for public water systems in Illinois, and company contact information. The removal of the sludge for land application for the first portion of the bid can begin after the 2023 fall crop has been harvested with a completion date no later than December 31, 2023. If, in the event of adverse weather conditions that could delay application, please provide bid quotes effective through March 31, 2024. Bidders may submit a bid for each of the two years separately or one bid covering both cleanings. However, the successful bidder will be the one whose TOTAL BID PRICE is the lowest of all bids submitted. If the successful bidder has submitted one bid for two years: the bidder will be paid for the Fall, 2023 cleaning after that work is completed and will be paid for the Fall, 2024 cleaning after that work is completed.
