Description

Repair Lift Station-FTQW 23-1401 Questions are due on Monday August 28, 2023 at 10 am Alaska Standard Time. Funds are not presently available for this effort. No award will be made under this synopsis/solicitation until funds are available. The Government reserves the right to cancel this notice, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs. This notice is a synopsis/solicitation for Architect and Engineering services to be performed on Eielson AFB, Alaska. Please refer to the attached Project Synopsis and Solicitation Attachments for further instructions/details. **Please be sure to email both the Primary and Secondary POC's for any questions(As directed above)/ SF 330 submissions (General Information)** PROJECT TITLE: REPAIR LIFT STATION B2212 LOCATION: EIELSON AFB, ALASKA PROJECT: FTQW 231401 DESCRIPTION OF WORK: The purpose of this project is to design a secondary wet-well lift station to be utilized for bypass purposes. This station will be installed adjacent to the facility that houses the existing LS11A. The wet well will contain two inlets; one which originates from the sewer main (with an isolation valve), and another that comes from the existing LS-11A's wet well, roughly 10% of the well's capacity above the high-level alarm. It will include submersible sewage pumps w/grinding plates, a float system (Multi-Trode preferred), valves, controls, alarm system and piping. New lift station will be sized to meet anticipated peak demand. The SOW describes the Government's requirement for the design that will include: Connecting of electrical circuits for new controls to the existing LS-11A's generator to ensure uninterrupted operation; Connection of new pipes, valves, fittings, controls, etc. to new lift station and place into service, coordinating shutdowns as appropriate; Installation of a mechanical bar-screen on the inlet of the existing LS-11A with automated debris removal/collection bin; Extension of motor shaft on existing inline grinder pump (Muffin Monster) above the flood rim of LS-11A's wet well; Installation of one and a half inch (1-1/2") water supply line with an approved reduced pressure principal backflow assembly and hose reel in LS-11A's facility for cleaning/maintenance of bar-screen and wet-well areas; Repair of eroded/spauled out sections of LS-11A's wet well and line it with an approved epoxy coating; Expansion of LS-11A's wet well to accommodate a 900 GPM sewer pump to run for 2 minutes minimum. The "on" position for the lead pump is at approximately the 20-25% fill line of the wet well. This means that the total capacity of the well should be at least 7.2 to 9K gallons; Install a new level monitoring system for LS-11A; and installation of a conditioning pump in existing LS-11A wet well with all appurtenances to diminish the prolonged presence of sludge inside the well. The preferred systems would be a multi-trode or infrared system. Selection should be based on feasibility and expected performance. Estimated Project Cost is between $1,600,000 and $3,500,000 The method of Contractor Selection has not been Determined at this time. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
