Description | *Certified Small Business ONLY* Contractor shall provide all labor, materials, tools, equipment, parts (including all types of mounting brackets), cabling, travel, and incidentals necessary to install seven (7) new multi viewer, 360-degree, minimum eight (8) megapixel (MP) dome cameras, and four (4) new fixed five (5) MP cameras around the exterior of the Caltrans District 7 facility. Payment Bond Requirement: exceeds $25,000, the successful bidder shall furnish a Payment Bond for not less than 100 percent (100%) of the total amount payable by the terms of this Agreement. The Payment Bond is due prior to the start date of work. No work may commence without receipt of a valid Payment Bond. The Payment Bond must be in effect at all times for the duration of the Agreement. If the Payment Bond expires during the term of the Agreement, a new Payment Bond must be provided to the Caltrans Contact Manager not less than 10 business days prior to its expiration. Failure to maintain a Payment Bond for the full term of this Agreement will be grounds for termination for default in addition to other legal remedies Caltrans may have. Inadequate or lack of a Payment Bond does not negate the Contractors obligations under this Agreement. Questions regarding this IFPQ must be submitted in writing. Bidders are encouraged to submit their written questions by March 21, 2023. Written Question Submittal 03/21/23 5:00 p.m. In the opinion of the California Department of Transportation (Caltrans), this IFPQ is complete and without need of explanation; however, if you have questions, or should you need any clarifying information, the contact person for this IFPQ is: Stacy McClintic California Department of Transportation (Caltrans) Email address: stacy.mcclintic@dot.ca.gov Cell: (279) 234-2353 Bidder shall have at bid submittal and for the duration of the Agreement, a current and valid C-7 (Low Voltage Systems Contractor) license issued by the California Contractor's State License Board (CSLB). an estimated value of greater than $5,000.00, but not more than $388,000.00 Contractor shall provide all labor, materials, tools, equipment, parts (including all types of mounting brackets), cabling, travel, and incidentals necessary to install seven (7) new multi viewer, 360-degree, minimum eight (8) megapixel (MP) dome cameras, and four (4) new fixed five (5) MP cameras around the exterior of the Caltrans District 7 facility. 1) Contractor shall furnish and install one (1) multi-viewer 360-degree minimum eight (8) MP dome camera, (Attachment B, Multiviewer Camera) at the corner of 1 st and Main Steet, see Attachment A, Location Maps. 2) Contractor shall furnish and install one (1) multi-viewer 360-degree minimum eight (8) MP dome camera, (Attachment B, Multiviewer Camera) at the corner of 2 nd and Main Street, see Attachment A, Location Maps. 3) Contractor shall furnish and install one (1) multi-viewer 360-degree minimum eight (8) MP dome camera, (Attachment B, Multiviewer Camera) at the corner of 2nd and Los Angeles Street, see Attachment A, Location Maps. 4) Contractor shall furnish and install one (1) multi-viewer 360-degree minimum eight (8) MP dome camera, (Attachment B, Multiviewer Camera) at the corner of 1st and Los Angeles Street, see Attachment A, Location Maps. 5) Contractor shall furnish and install one (1) multi-viewer 360-degree minimum eight (8) MP dome camera, (Attachment B, Multiviewer Camera) on the 4th floor roof with the camera to face the plaza and the 4th floor exterior stairway, see Attachment A, Locations Maps. 6) Contractor shall furnish and install one (1) multi-viewer 360-degree minimum eight (8) MP dome camera, (Attachment B, Multiviewer Camera) in the plaza area, see Attachment A, Locations Maps. 7) Contractor shall remove existing digital fisheye lens security camera above the Cal Bear Credit Union, see Attachment A, Location Maps and replace with one (1) multi-viewer 360-degree minimum eight (8) MP dome camera, see Attachment B, Multiviewer. Contractor shall not discard the removed existing digital fisheye lens security camera and shall return to Caltrans Contract Manager. 8) Contractor shall furnish and install one (1) fixed five (5) MP camera, (Attachment C, Dome Camera) at parking floor 2 freight elevator in lobby area. 9) Contractor shall furnish and install one (1) fixed five (5) MP camera, (Attachment C, Dome Camera) at the parking floor 3 freight elevator in lobby area. 10) Contractor shall furnish and install one (1) fixed five (5) MP camera, (Attachment C, Dome Camera) at the parking floor 4 freight elevator in lobby area. 11) Contractor shall furnish and install one (1) fixed five (5) MP camera, (Attachment C, Dome Camera) on the 1 st floor, north side lobby in the museum area located behind the security counter. B. Contractor shall ensure all exterior cameras are installed with high-definition internet protocol (IP) cameras and will be powered using Power Over Ethernet (POE) or Power Over Coax (POC) technology. All exterior internet protocol (IP) cameras shall be installed using the coaxial infrastructure, wireless technology, or new cat six (6) cabling. C. Caltrans Contract Manager will provide static IP addresses for each of the new cameras and identify locations of closest available network switches. Caltrans district office has multiple communication rooms, and the wiring will go to the closest network switch. Contractor shall ensure cabling is routed to the closest network switch. Caltrans Contract Manager will provide the locations of network switches in the scheduled walk-through to provide better clarification. D. Contractor shall configure all new cameras with a minimum camera resolution of 1080P, and a frame rate of minimum 15 frames per second (fps). Contractor shall configure the new cameras to record to the existing VICON networked video recorder (NVR). Contractor shall install additional memory in the NVR to retain a minimum of 30 days of 24/7 video at 15fps. E. Contractor shall test all installed equipment to ensure capabilities are met. F. The following are minimum camera specifications: 1) Cameras shall be username and password protected. 2) Cameras shall run on/with the latest firmware. 3) Cameras shall be Open Network Video Interface Forum (ONVIF) profile compliant. 4) Resolution shall be no less than 1080P. 5) Cameras will be National Defense Authorization Act (NDAA) compliant. 6) IP cameras may utilize POE, POC, or have wireless capabilities. 7) Minimum H.264 (video code compression) code flow video compression. G. Specifications of camera locations will be discussed during a scheduled walk-through with Caltrans Contract Manager once Agreement has been executed to awarded Contractor |
