Description

The City of Tukwila will accept STATEMENTS OF QUALIFICATION PROPOSALS from experienced and qualified firms to provide the services of the General Contractor / Construction Manager for the Tukwila Maintenance & Engineering East Campus Project located in Tukwila, Washington. The project is the last part of the City of Tukwila's Public Safety Plan, which the City developed to address the needs of the community and Tukwila's first responders. The project will allow the City to consolidate all Public Works Operation activities onto one site. The City of Tukwila Public Works Maintenance & Engineering East Campus Project will consolidate all of Public Works operations on to a single 10.8 acre campus. The initial phase of work that has already been completed included development of a comprehensive master program for the campus and a feasibility test-fit of the project on the selected site. The proposed project includes a new 35,000 sf three-story Maintenance and Engineering building containing shops, offices, meeting rooms, locker rooms and support spaces, a new 5,000 sf Tool Storage Building with drive-through truck loading, and a new 2,600 sf Decant Facility. Site program elements include parking (covered and uncovered), covered spoils, covered salt/sand/gravel bins, covered brine tanks, covered equipment & parts storage, covered outdoor space for staff break area, and a variety of uncovered storage areas that support Public Works operations. Site work will include improvements to existing infrastructure and provision of new infrastructure for power, emergency generator, telecommunications, sanitary sewer, stormwater facilities, and water utility. New paved driveways for vehicle access are planned. Substantial shoreline restoration work is planned at the site area directly adjacent to the Duwamish River. Preconstruction services are scheduled to commence in October/November 2023. Additional design and construction phases are subject to Council approval. Construction is anticipated to start in May 2025 and be completion of the entire project by November 2026. The City is contracting for GC/CM services in accordance with the process authorized by RCW Ch. 39.10, including without limitation, RCW 39.10.340 through 39.10.410. All Proposers must be registered by the Washington State Department of Labor and Industries in accordance with RCW 18.27.020. The Request for Proposals (RFP) is the first step in the competitive selection process. The second step includes an interview process and a Request for Final Proposals (RFFP) of short-listed contractors. Following selection, the GC/CM will provide preconstruction services, propose and negotiate a maximum price for the work, and complete the construction. A detailed description of the process is included in the RFP. TARGET SCHEDULE The City of Tukwila intends the process to proceed as outlined below. A more complete schedule is included with the RFP that takes precedence over this summary. The City of Tukwila reserves the right to modify the dates herein if determined necessary. GC/CM Selection Committee (City) selects finalists for interviews and Final Proposals October 17, 2023 Interviews conducted of selected finalists October 19, 2023 Final Proposals due and City of Tukwila selects the GC/CM November 2023 Council approval of GC/CM preconstruction contract November 2023 Preconstruction start May 2025 Construction start November 2026 Construction complete.
