In determining the best offer, the submittal shall contain the following: a) A plan which includes all construction cost estimates and details the proposed end use of the renovated property. b) A past project list which documents the significant experience of the developer completing large scale commercial projects in accordance with current building and safety codes. c) A definitive timeline to complete the project within 18 months. d) Proof of the financial means to make the required investment into the property that is desired by the Commission. e) A prepared financial plan detailing future income vs. expenses --including debt service--ensuring financial feasibility/success of the project.
