Description

New Braunfels Utilities ("NBU") invites the submittal of responses to this Request for Proposals ("RFP") from qualified firms interested in providing construction services in connection with the construction of the NBU Trinity Wellfield Expansion Site Improvements Project. The Project is anticipated to include some or all of the following items within its scope: (i) the construction of wellhead and site improvements for four new groundwater wells in the Trinity Aquifer; (ii) raw water piping and appurtenances to transport water to the existing Trinity Membrane Treatment Plant; (iii) flush piping from wellhead discharge to a flush basin with outfall protection; (iv) roadway grading and construction from existing roadways to new well sites; (v) final site and surface restoration; (vi) electrical, instrumentation and controls for the four new wells; and (vii) all other appurtenances necessary to complete the Project. The Project will take place at the undeveloped parcel northwest of the existing NBU Trinity Membrane Treatment Plant at 3295 Westpointe Drive, New Braunfels, Texas 78130. This contract is contingent upon release of funds from the Texas Water Development Board ("TWDB"). Any contract or contracts awarded under this Invitation for Bids are expected to be funded in part by financial assistance from the TWDB. Neither the U.S. Environmental Protection Agency ("EPA") or the State of Texas, nor any of its departments, agencies, or employees are or will be a party to this Invitation for Bids or any resulting contract. Any contract(s) awarded under this Invitation for Bids is/are subject to the American Iron and Steel ("AIS") requirements of Section 608 of the Federal Water Pollution Control Act (33 U.S.C. 1388). An optional pre-proposal conference for all interested parties will be held at the NBU Service Center Training Room, 355 FM 306, New Braunfels, Texas 78130 on October 27, 2022 at 1:00PM CST. It is highly recommended that all offerors interested in submitting a proposal for this work attend at this meeting. NBU will conduct site visits immediately following this meeting. All qualified applicants will receive consideration for employment without regard to race, color, religion, sex (including pregnancy), sexual orientation, gender identity, national origin, age (40 or older), disability or genetic information. Davis-Bacon prevailing wage requirements apply to the construction, alteration or repair of treatment works carried out, in whole or in part, with assistance made available by the Drinking Water State Revolving Fund ("DWSRF"). Davis-Bacon prevailing wage requirements apply to the Contractors and Subcontractors performing on federally funded or assisted contracts in excess of $2,000 for the construction, alteration or repair (including painting) of a treatment works project under the DWSRF. The estimated maximum construction budget is approximately $4,500,000. 4:00 P.M.
