Description | The purpose of this Bid is to establish a contract, by means of sealed bids, to provide on-going tree trimming services along, below and around high voltage electric lines for the City's electric utility. The successful Proposer(s) shall be tasked with the collection, temporary staging and final disposal of eligible debris generated by any type of disaster and documenting the same in accordance with the most current Federal, State, and local government standards/guidelines including, but not limited to, the Federal Emergency Management Agency (FEMA) and Florida Department of Environmental Protection (FDEP), Federal Highway Administration (FHWA), etc. Proposers shall be well versed in all aspects of FEMA documentation, reimbursement and project management as well as demolition and debris removal work. The guidelines under 2 CFR 200, Title 23, and 23 CFR shall apply to this contract in order to be eligible for reimbursement under the Public Assistance Program. In compliance with 2 C.F.R. 200.321 the City shall take all necessary affirmative steps to assure that small and minority businesses, women's business enterprise and labor surplus area firms are used when possible. CONFORMANCE WITH FEDERAL EMERGENCY MANAGEMENT AGENCY (FEMA), 2 CFR 200.317-326 AND OFFICE OF MANAGEMENT AND BUDGET (OMB) CIRCULAR A-87 REVISED: All work under this bid shall be performed in in accordance with the rules and guidelines of the Federal Emergency Management Agency (FEMA) for federal reimbursements and with 2 CFR 200.317-326 and with OMB Circular A-87 Revised, as applicable and all other applicable law.
