Description | The project generally consists of the construction of full depth Hot Mix Asphalt parking lots cin the southern side of Juliette Street, between Avenue A and J.F.K. Boulevard (C.R. 501), and on the northern side of West Fourth Street, between Avenue A and J.F.K. Boulevard (C.R. 501). The improvements include, but are not limited to, installation of 2 thick Hot Mix Asphalt 9.5M64 Surface Course, 4 thick Hot Mix Asphalt 19M64 Base Course, and 6 thick dense-graded aggregate base course as required, replacement of existing concrete curbs and sidewalks, installation of light poles and foundations, replacement of an existing fire hydrant and runout, and related work within the City of Bayonne, and all other associated work as contained in the Contract Documents or as ordered by the Engineer. Each bid must be accompanied by a certified check or cashiers check In the amount ofnot less than ten percent of the Bid, but not more than $20,000.00, payable without any conditional endorsement as a guarantee that in case the contract isawarded to 1he bidder, hewill within ten (10) days thereafter execute such contract and fumish satisfactory performance bond. Upon failure to do so he shall forfeit the deposit as liquidated damages and the acceptance of the bid will be contingent uponthe tulfillment of this requirement by the bidder. No interest shall be allowed upon any such certified check or cashiers check. A bid bond in the amount of tenpercent of the bid, but not more than $20,000.00, may be substituted for certified check or cashiers check. Each bid must also be accompanied by a certificate from a bonding company licensed to do business in the State of New Jersey guaranteeing that if the proposal of the bidder be accepted they will tumish the bond set forth in paragraph one of the General Conditions of the contract and the acceptance of the bid will be contingent upon the fulfillment of this requirement. The City reserves the right to increase or decrease quantlties specified in the manner designated in the Specifications . The City reserves the right to award this contract based on funds available. All bidders are required to be registered with the New Jersey Department of Labor if they elect to bid public works projects. The bidder shall be required to comply with The Public Works Contractor Registration Acf (N.J.S.A. 34:11-56 .48), as Identified in Section B - Instruction to Bidders paragraph B3.13 and In ttie Appendix of the Specifications and Contract Documents. All Contractors and Subcontractors working on prevailing wage projects, which have a public building component, must attach a certificate of registration from the Department of Labor, to all bids. All bidders are required to submit Proof of Business Registration to the contracting agency if they elect to bid public works projects. Proof of business registration shall be a copy of a Business Registration Certificate issued by the Departmen1of the Treasury, Division of Revenue. The bidder shall be requiredto comply with buslness registration provisions of N.J.S.A. 52:33-44 (P.L. 2004, C.57), as identified in Section B-lnstruction to Bidders paragraph 83.14 and in the Appendix of the specifications and Contract Documents. All Contractors and Subcontractors working on public work projects must attach a Business Registration Certiiicate to all bids. The successful bidder shall be required to comply with the provisions of the New Jersey PrevBillng Wage Act, Chapter 150 of the laws of 1963, effective January 1, 1964_ During the performance of this contract the Contractor agrees to comply with the requirements of N.J.S.A. 10:5-31 et seq., and N.J.A.C. 17:27, all requirements of the State of New Jersey Worker Health and Safety Act (N.J.A.C. 12:110 et seq.) as amended and the United States Occupational Safety and Health Aci (OSHA) (29 CFR 1910), as amended with regard to worker andjobsite safety. No bidder may withdraw his bid for a period of sixty (60) days after the date set for the openingthereof. The successful bidder will be required to tumish a surety company bond in the full amount of contract price indemnifying the City of Bayonne, New Jersey, for all proceedings, suits or actions of any kind of description and conditional for the faithful performance of the work. All bid security will be returned to all Bidders except the three (3) apparent lowest bidders within 10 working days after the opening of bids, and to the three (3) apparent lowest Bidders within three (3) working days after the successful Bidder has executed the Contract and his Contract security has been approved by the City. The City reserves the right to reject any or all bids if in its opinion it ls in the best interest to do so and to award the contract for any and/or all items. Proposals and the Contract Documents must be enclosed in sealed envelopes bearing the name and address of the Bidder and the name of the work on the outside. addressed to Mayor and City Council, City of Bayonne and must be accompanied by a Statement of Consent of Surety from a Surety Company authorized to do business in the State of New Jersey and acceptable to the City. All Bids shall be submitted in sealed envelopes addressed to the Purchasing Agent of Bayonne, the envelope shall have marked conspicuously on its face on the top right-hand side in letters not less than one inch the word Public Bid followed immediately below those words in letters not less than one half inch high Bayonne Bridg4ll Parking Lot Improvements and undemeath that To be received. If Bids are to be accepted by mail or courier, the Bids must be placed in an outer envelope, which on the top right-hand side shall clearly designate in the same manner as set forth above, the same size and information. The inner envelope shall have specifically place in the center the same information as set forth above and on the bottom left-hand side the name and address of the Bidder All Bids delivered by mail or other postal service shall be addressed specifically to the Purchasing Agent of Bayonne and if delivered by a postal service shall be delivered to the office of the Purchasing Agent, Room 29, 630 Avenue C, Bayonne, New Jel"$ey 07002 between the hours of 9:00 a.m. and 4:00 p.m. prior to the time set forth for the opening of the Bid and not earlier than 48 hours previous to the opening of the Bid. |
