Provide and Install Wireless Control Systems and Video Recording Systems at Various Locations

Project was awarded to Best LED Group in the amount of $1,254,723.60 The Town of Brookhaven is soliciting proposals from qualified streetlighting vendors to provide and install wireless control systems and video recording systems to various locations throughout the Town. The goal of this project is to improve efficiency of the Streetlighting Division throughout the Town. This project is funded, in part, by New York State Department of State (NYS DOS). As such, there is an expectation by NYS DOS and the Town that the selected Consultant fully comply and cooperate with the Town in the implementation of NYS Executive Law Article 15-A and NYCRR Parts 142 - 144. These requirements include equal opportunities for minority group members and women (EEO) and contracting opportunities for certified Minority and Women Owned Business Enterprises (MWBE). For purposes of this procurement (RFP), the Town of Brookhaven hereby establishes an overall minimum goal of 30% for MWBE participation (15% MBE and 15% WBE). In addition, the Town has established a minimum goal of 6% for Service-Disabled Veteran-Owned Businesses Participation (SDVOB) consistent with Article 17-B of the NYS Executive Law. Service-Disabled Veteran-Owned Set Aside: No Minority Owned Sub-Contracting Goal: 15% Women Owned Sub-Contracting Goal: 15% Service-Disabled Veteran-Owned Business Contracting Goal: 6% Technical Questions Due By: September 15, 2022 by 4:30 p.m. Must be emailed to Town Contacts. o Q & A Addendum Issued: September 22, 2022 The scope of work is broken down by the following Parts: o Part I - Streetlighting Wireless Control System o Part II - Multi-Data Video Recording System Part I - Streetlighting Wireless Control System The Town is soliciting proposals from qualified Vendors for a wireless control system that will have the ability to control the Town's streetlighting system, the Bid will be divided into 2 parts, Part One Base Proposal and THREE (3) Additional Alternatives (Part One Add Alts. 1 - 3). They are broken down as shown below and as per the Figures in the Appendix C. Part One consists of full-segments of the listed roadways within the limits of the Town. Part One Add. Alts. consist of three (3) Sections broken down by Hamlet and then subsections designating roadways within those Hamlets, where only the collector/ main roadways that encompass the Hamlets specified are proposed. Part II - Multi-Data Video Recording System The Town is also soliciting bids from qualified Vendors for a multi-data video recording system to be furnished and installed. The system shall include a multi-data video recorder to be installed into an existing decorative streetlight fixture/pole located in a down-town area or park. The system will provide the Town surveillance within a specific area interest relating to overall public safety (specific locations to be decided by Town after the proposal). The system shall have the capability of having numerous multi-data video recorders installed in various locations, controlled by one (1) central control monitoring system. The Vendor will be responsible for furnishing as well as installing the multi-data recorder(s) within Town specified locations and providing a central control monitoring system for the Town's use. All installations shall be completed by a qualified, licensed contractor as requested within the specification that shall be subcontracted by the Vendor at time of bid submission.
