Description | Williamsport Municipal Airport Authority, Lycoming County CLARIFICATION DEADLINE 2/21/2023 2:30 PM Bids shall be prepared and submitted online via PennBid on the prescribed forms in accordance with instructions contained in the Instructions to Bidders and General Provisions (Section 20) Divisions of the Project Manual. The Williamsport Municipal Airport Authority expressly reserves the right to accept or reject any or all bids or to waive any informalities in the same. Each bidder must deposit with his/her proposal a bid security in an amount equal to at least 10% (percent) of his/her Base Bid. Said security shall be in the form and subject to the conditions given in Section 20 of the General Provisions. No bidder may withdraw his/her bid within 120 days after the actual date of the opening thereof. Successful bidders, must enter into the Agreement and furnish a Contract Bond and evidence of required insurance with fifteen (15) days after notification acceptance of such proposals, all as more specifically required in the Contract Documents. Wages as predetermined by the US Secretary of Labor and Industry and included in the specifications and contract documents and/or addenda thereto shall be used by the CONTRACTOR in paying labor in connection with the work under this contract. All work under this contract shall be subject to the regulations contained in Division 8 of the Project Manual. The Williamsport Municipal Airport Authority, in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 USC 2000d to 2000d 4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, Part 26, Nondiscrimination in Federally assisted programs of the Department of Transportation, issued pursuant to such Act, hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. The Williamsport Municipal Airport Authority is committed to assuring that small business concerns owned and controlled by socially and Economically Disadvantaged Individuals (DBE) are included in projects it sponsors. Overall goals have been established as 0.84% for Disadvantaged Business Enterprises for the fiscal year 2023. The Williamsport Municipal Airport Authority is committed to meeting this goal on all services provided, and the CONTRACTOR is expected to put every effort forward to meet the above DBE goal. Proposals must include the percentage involvement of Disadvantaged Business Enterprises along with the names of the firms involved, and the completed certification. Please note that certification as a DBE by the PA UCP is separate and distinct from other certification programs. Goals for minority participation for each trade: 1.0% Goals for female participation in each trade: 6.9% The range of probable cost for this project is from a Base Bid only low cost of $100,000 to high cost for both the Base Bid and Add Alternate of $185,000. The Base Bid will include updating the existing airport pump station. Work will include two new pumps and no spare, new guide rail system, and piping in the wetwell. No other replacement of piping and valves. New three float level control system in wetwell. New pump panel to replace the existing. All other electrical equipment will remain. The system will remain on the existing generator. No work to the fence and grading within the pump station. Bypass pumping will be required and designed by the Contractor. The Add Alternate Bid No. 1 will include an E-one pump station be added to the existing Terminal Building. This summation is for informational purposes only and is not part of the Contract Documents.
