The United States Army Contracting Command - Rock Island (ACC-RI) requests a proposal for the Repair Deep Water Intake Pipe, Building 009 on the Rock Island Arsenal, Rock Island IL. All w ork is to be done in accordance w ith (IAW) the Scope of Work (SOW) for Project 2022-0291, attached specifications and draw ings. See DFARS 252.236-7001 This Request for Proposal (RFP) is issued as a total 100% Small Business Set Aside. This RFP contains one base bid. IAW FAR 36.204(f), the magnitude of this project is betw een $500,000 and $1,000,000.00 Performance and Payment Bonds are required. Please see narrative for further requirements. The United States Army Contracting Command - Rock Island (ACC-RI) requests a proposal on behalf of Rock Island Arsenal Garrison (USAG-RIA) consisting of furnishing labor, materials and equipment to construct a new deep water intake pipe and removal of the existing, damaged deep intake from the river on the Rock Island Arsenal (RIA), Rock Island Illinois. All work is to be done in accordance with the Scope of Work (SOW) for project 2022-0291. 2. This requirement will be competed on SAM.gov as a 100% Small Business Set Aside. 3. The North American Industry Classification System (NAICS) code is 237110, Water and Sewer Line and Related Structures Construction. The Product Service Code is Z2QA, Repair or Alteration of Restoration of Real Propoerty (Public or Private). 4. All Offerors MUST be registered in the System for Award Management (SAM) database in accordance with Federal Acquisition Regulations (FAR) 52.204-7 and Defense Federal Acquisition Regulation Supplement (DFARS) 252.204-7004 when submitting an offer, and shall continue to be registered until time of award, during performance, and through final payment of any contract resulting from this solicitation. Lack of registration in SAM will make an Offeror inelegible for award. Contractors may obtain information on registration and annual confirmation requirements via the SAM website at https://www.sam.gov/SAM/ or by calling 866-606-8220. 5. The Government will award a single Firm Fixed Price (FFP) type contract from this solicitation to the responsive, responsible Offeror with lowest price. 6. The Government reserves the right to reject any or all proposals and make no award if such action is in the best interest of the Government. 7. Notice to potential Offerors: In order to align with current requirements of Department of Defense Federal Acquisition Regulation Supplemental (DFARS) 201.304 and Army Federal Acquisition Regulation Supplemental (AFARS) 5101.304 there has been a change to the format of ACC-RI solicitations (and resultant contracts). This notice is to inform you of that format change and to advise you to review the entire solicitation thoroughly. 8. The Government anticipates price competition, therefore, certified cost or pricing dats is not required to be submitted with the Offerors proposal. However, the Government reserves the right to request certified cost or pricing data in the event price competition does not exist. Contractor questions regarding solicitation and work contained in the SOW are due to the solicitation POC no later than 3:00 PM CST on May 23, 2022 in order to ensure that all question can be answered and posted for all Offeror's knowledge prior to solicitation closing. SUMMARY RIA is soliciting a project to construct a new deep water intake pipe and removal of the existing, damaged deep intake from the river. Work also includes pipe inspection, and installing new valve and piping on the suction side of the BLDG009 raw water pumps. 3.2 CONSTRUCTION AND MEASUREMENT REQUIREMENTS 3.2.1 Current drawings provided by the Gov't use an older vertical datum associated with the river. 3.2.2 Use GIS Projected Coordinated System NAD1983 (North American Datum of 1983) State Plane Illinois West FIPS 1202 U.S. Feet and NAVD88 (North American Vertical Datum of 1988). (FIPS--Federal Information Processing Standard) when performing measurements and work for this project. The SOW for Project# 2022-0291 3 | Page contractor shall provide the as-built drawings with the newer datum noted on all drawings with elevations. 3.3 CONSTRUCTION AND DEMOLITION TASKS 3.3.1 Demolish various concrete structures, piping, and damaged items. Demolition requires staging to allow continued operation of the water treatment plant. 3.3.2 Site wet work: Construction intake pipe, connect pipe through levee, remove damage intake pipe and fill abandon pipe section. 3.3.3 Site work near river: Repair levee, establish ground cover and place rip-rap; remove valve from abandoned pipe. 3.3.4 Site work on land side of levee: Construct expanded valve pit, connect constructed intake pipe, make changes to the piping in valve pit, Construct retaining wall, and install steps and handrail, and grade site to slope. 3.4 DEMOLITION AND ABANDONMENT 3.4.1 Any utility no longer needed that is larger than 8" diameter and shallower than 4ft shall be removed from the work limits of the trench work that revealed the "old" utility. Otherwise the abandoned utility shall be capped in a manner coordinated and approved by the COR. 3.4.2 All underground items discovered or discovered and abandoned shall be noted on the red line drawings with GPS coordinates for inclusion on the Construction Asbuilts and included as an addendum for the daily report(s). 3.5 PROGRESS MEETINGS, REPORTS, AND RECORD DOCUMENTS 3.5.1 Daily reports at a minimum should provide a listing of equipment on site, equipment in use, the day's weather, a list of trades employed on site and photographs documenting the work being accomplished with orientating building(s) or structure(s) in the background. More instruction are found in Appendix B. 3.5.2 Provide GPS points for all new pipes and exposed existing pipes prior to backfilling or covering. Points on pipes should be at each turn but never more than 50ft from the last GPS point gathered. The GPS data is used in part to document the work items/quantities accomplished for a pay application. Also part of the pay application is updating schedule outlining remaining work, providing updated transmittal register, all daily reports, and photographs of the in-progress construction redlines.
