Lincoln Avenue Reconstruction

As of 03/07/2023 This contract was awarded to Vinton Construction Company in the amount of $4,599,301.20. DESCRIPTION OF WORK: The project consists of furnishing all labor, equipment, and materials necessary to perform the reconstruction of approximately 8,500 feet of roadway on W. Lincoln Ave. from S. Calhoun Rd. to the terminus approximately 8,500 feet west of S. Calhoun Rd. The reconstruction of W. Lincoln Ave. will consist of removing and replacing the existing pavement and base with ditching, curb and gutter, culvert replacements, and road widening. Approximate quantities of work are estimated as follows: Clearing & Grubbing 38 STA Common Excavation 26,000 CY Pavement Removal 22,000 SY Crushed Aggregate Base Course 31,000 TON Concrete Curb and Gutter, 30-Inch 4,050 LF Asphalt Pavement 15,400 TON Storm Sewer Piping 2,600 LF Storm Sewer Manhole 6 EA Storm Sewer Catch Basins 10 EA Culvert Pipes 160 LF Apron Endwalls for Culvert Pipes 40 EA 12'X6' Precast Box Culvert 48 LF 10'X5' Precast Box Culvert 48 LF Bioswales 1,100 LF Pavement Marking 25,000 LF Replace Traffic Signals 1 EA Geogrid 28,000 SY Published by authority of the City of New Berlin, Engineering Services Division, of the Department of Community Development, Tamara Simonson, City Engineer. LEGAL PROVISIONS: The Contract letting shall be subject to the provisions of Sections 62.15, 66.29, 66.293, and 779.15 of the Wisconsin Statutes. Per Section 16.856 of the Wisconsin State Statutes the Prevailing Wage Rate does not apply to this project. BIDDERS PROOF OF RESPONSIBILITY: Each Prime Contractor submitting a bid shall have on file a Bidders Proof of Responsibility Statement with the City Clerk on or before the date and time set for the Bid Opening. BID SECURITY: Bid security in the amount of not less than 5% of the bidder's maximum bid price and in the form of a bid bond, certified check or cashiers check (payable to the City of New Berlin) is required with the bid. RIGHT TO REJECT BIDS: The City reserves the right to reject any and all bids, the right to waive irregularities and informalities in bidding, the right to disregard all nonconforming, non-responsive, unbalanced or conditional bids, and the right to accept the bid which best serves the interests of the City. CONTRACT SECURITY: The bidder to whom a Contract is awarded shall furnish Performance and Payment Bonds for the full amount of the Contract within 10 days of award or execution of the Contract. The Performance and Payment Bonds shall contain a provision to increase the Performance Bonds by the amount of any change orders that might increase the amount of the Contract price. If such bidder fails to execute and file such Contract, Performance and Payment Bonds, within the ten day period, the check, bond, or bank draft accompanying the bid shall be forfeited to the City of New Berlin as liquidated damages. BID WITHDRAWAL: The City reserves the right to postpone the award of the contract and no bids shall be withdrawn for a period not exceeding 60 days after the date and time set forth in the Bid Opening. The City further reserves the right to retain the bid security of the three (3) lowest bidders during that time.
